Why should vegeta move up when the characters above him have better specials , normals and are more consistent? His desperation is good, but hardly unavoidable.
I used Goku in that game. His combos are way better than most of the cast if I remember correctly

IIRC Vegeta was really good. Vegetas moves were hella strong from what I remember. I think Bardock was good and I think Gohan was only good in SSJ2. Forgot the rest
Also, who remembers that Power Rangers fighting game for n64. I think it was like a game you could play with the monsters in some 3d battle

Or well one other thingā¦ I havnt played much of it, but my brother recently got that old sega saturn game Suiko Enbu: Fuuun Saiki holy crap is this one of the worst fighting games of all time? Either im missing something or just jumping at your opponent with lights over and over again is a redizzy to infinite. And lets not even get into the just special move one hit normal special move infinites. I only tried with a couple characters and the same thing works I shudder to think if every single character in the game has one button infinite at there disposal lol I remember playing this game off hand years ago and it being bad and god damn now that ive gotten to sit down with it for a few mins just by myself holy fuck. A true travesty.
