Would it really be problematic? They used the Soviet Union for Zangief way back in the 80s and no one batted an eye. I don’t see much difference here.
Israel is an existing country, they have one of the biggest millitary and secret services in the world, that region of the world is filled with historical and spiritual significance to draw from and Krav Maga is an unused style. As long as they keep away from a story resembling the current political climate for the character I don’t see any problem.
I’d pay good money to have the character be part of the Illuminati/Secret Society, though 
Also, a stage resembling the Wailing Wall would be right up Street Fighter’s alley. I can already picture it, though I envision it in Alpha’s style.

I think Israel and anything related to the situation there is way more inherently controversial than anything dealing with the Soviet Union or other stuff with a political background honestly.
The Cold War rivalry between the United States and the Soviet Union is actually a lot tamer compared to decades of nasty ethnic conflicts that haven’t really got any better with time.
An Israeli character may not be impossible, but it’s pretty risky stuff in my opinion.

Deejay’s part in SF2AM is a one scene wonder. Honestly SF2AM is probably the best game➡️movie if only for the fluid animation.

Except Dee Jay doesnt have shitty origins. Guy from Capcom USA had a chance to make a character. Saw Balrog and figured the game could use a positive black character. Made a character based on Billy Blanks thats just a positive dude.
The problem is that we’re just a cynical ass audience. Rashid’s back ground filler saiyan design is cool but Dee Jay pushing the sprite tech with written letters down his pants is wack. DeeJay’s outfit was a bit of a technical achivement for Capcom. Unfortunately people would rather clown him just because.
People have gone balls deep on random SF character stuff, but apparently Billy Blanks being a black martial artists in movies isnt good enough. Thats like making a character based on Michael Jay White and complaining he isnt some other obscure fighter.
