Cipher got it right, excess jabs and awkward combo routing.
It’s important to add that each hit has it’s own scaling, with jabs generally having pretty bad scaling to compensate for their speed. It’s not fixed like SF. (Iirc)

SF4 wasn’t same as SF3 Makoto. And SF4 Elena was not like SF3 Elena either. People need to stop assuming characters are going to be the same in new games. Not sure where this rationale comes from.
