I don’t know about your copy, but my copy of RS is subtitled… 
It is subtitled…during the dialogues in story mode.
But in the evolution disk ( I think this is how it’s called) there are a few dialogues between couples of characters, and those aren’t subtitled. Don’t know, Probably you got another version…mine is the american one.

Newspaper Club in taiyo HS
In charge of writing, laying out and printing the weekly-issue school newspaper reporting on news and events around campus, and also the annual school yearbook. The Scoop Prize originates from Newspaper Club, which encourages competition between members in order to produce the best news. Ran is the current holder of the Scoop Prize.
Student Congress in Justice HS (booo )
Directly related to the running of the school as a whole and the progress of Project Justice, demanding high awareness of education issues. A serious working organization that gets many things done with superlative efficiency. Receives some input from the Morals Committee. Hyo is Student Congress president (he has held the post for two years running and nobody is interested in rivalling him for it).
Swimming Club ( nagare’s Gorin university )
The most elite of the athletic clubs, whose members also supply lifeguard service during relevant school events. To preserve its caliber, admission is by invitation only. The club reps of Swimming Club will observe non-members and send out invitations to those whom they consider suitable to join them, though of course these invitations can also be rejected. Nagare is the ace of the club
Chorus ( pacific HS )
Really a division of the local church that is based in the school. Involves mostly in charity fundraising events, and also offers a counselling service. Boman is a prominent club member.
science/chemistry club …taiyo HS in charge by Hyoe …some bad shit
If you stay in Chemistry Club for all three terms, on 26th February Hyoe asks you to stay behind to help him with his own research. On the table are three beakers with medicines in them colored red, blue and green. Hyoe invites you to drink any one of them of your choice, reassuring you that they are all perfectly safe and that you should trust him! If you choose the green medicine, Hyoe appears excited by your choice. You find that it has no taste at all nor does it have any noticeable effect. Hyoe explains that it is supposed to lower your body temperature, but he seems to have understood the mistake in the formula now. If you choose the blue medicine, you find that it tastes REALLY STRANGE… You panic, but Hyoe drinks some himself to reassure you that it is safe. In the end, nothing spectacular happens, but you lose your appetite for the next few days since that’s how long the taste stays in your mouth… If you choose the red medicine, you find it tastes nice and sweet. Hyoe grins and tells you to wait for the effect. The next thing you know, you start seeing hallucinations and then you pass out! When you wake up in the school clinic, however, your body feels noticeably stronger and healthier. Thanking Hyoe, you leave the clinic feeling really good. But just as you turn the corner, you hear Hyoe muttering to himself that the experiment has failed… Now that is scary…

Morals Committee in taiyo HS
Responsible for promoting and maintaining all aspects of moral conduct around the school, including but not limited to development and enforcement of school rules. Also upholds security on campus and during school events. Additionally produces research reports on moral issues around the school (submitted to Student Congress). Kyosuke recently rose to Head of Committee.

Snowstorm has lots of… issues in general, I’ll say that much. Course, it’s been so long that I forget what I’m supposed to say. Fortunately, I saved some of the most memorable snowstorm moments to a text file! Alas that I could not catch them all, but there were many many more, I assure you!
