SFIV doesn’t care about percentage, there’s only 50% and 100% for ultra damage, so 90% ultra is the same as 50%.
I remember trying this a while ago and there’s difference between a 50% charged ultra and, say, a 60% or 80%.

It absolutely takes into account the percentage filled.
I’ve never noticed that, then again I almost only play Chun and Sakura who both get low damage when comboing into ultra so it hasn’t been that important for me to check out thuroughly.
It’s good thing though, now I won’t have to think “just a little bit more” when I’ve got 80% ultra, just go for it.
right, and in SSF4 both rufus’ and Sagat’s ultra damage got nerfed pretty hard and balrog can’t connect the last hit of his ultra so it’s not longer really an issue. according to the rumors damage scaling is also more prevalent.

It’s much more tedious with Chun though, since her ultra has 20 hits.

For me, I usually just hold onto it vs. high stamina characters because I want to hit with the most damage possible. But if they’re juggled in the air and I’m pretty close to full revenge meter, I just let 'er rip because I may never get that opportunity again for the rest of the round.

Why not? It does’nt make sense that everyone elses special moves reversal has start up invincibility I could care less about the facts, I wanted an improvment on that and see no problem with more plus’s for chun.
And I dont’ know what you mean about ‘during active and recovery frames’ I never said that, both attacks were done at the same time but Chun Li’s was actually a Reversal, I would understand if it was the other way around but it just did’nt look right IMHO.

Reason they are saying what they are saying was that was a divekick option select against slow reversals.
For EX Spinning bird kick to win in that scenario EX spinning birdkick would half to be invulnerable PAST when it hits by a good deal.
What happened was cammy did her divekick and landed before chun’s spinning bird started hitting (was during it’s startup)
Cammy did an Option select so her uppercut came out when she landed.
So now Chun is several frames into her spinning bird, but Cammy is just starting hers
Chun’s becomes active, but cammy’s is still in invulnerable startup.
Chun’s loses her invuln because it becomes active and Cammy’s hits her during her 1 st active frame that is still invulnerable.
Chun SHOULD lose in that scenario as hers was done first.
Chun-Li’s EX-Lighting Leg Kicks juggle with Ultra does 400 damage.

Lol, EX-legs > ultra 2 does as much as Ryu’s DP FADC ultra 1, but spends only one bar.
And it’s only 55 dmg less than Sagat’s lol combo.
actually that is REALLY good. what we dont know is how much short x2 ex legs u2 does… cause that is the one that will be used at higher level.
also take note that insofar as yet, hp’s all seem to be LOWER across the board… which means alot.
and finally, sagat tu fadc F+hk >u1 does a measly 450.
so chun is throwing some REAL high powered damage out right now… i like the way the game is shaping up… combo’d ultras arent doing much damage which makes the game more about the neutral game and less about the stupid ultra combos… plus sagats across the world are shedding a tear, for now they will have to actually be GOOD to win with sagat or jump ship from him to the next top tier (probably duds from the looks of things)
all is well in my book, chun is looking as an early candidate for perhaps bottom of top 3 with duds and perhaps akuma… only time will tell of course.
