Jump, U1 works on U2 anti-ground Blanka. I’ve done it more than enough times in training and in matches to know it does. Unless some random patch was released. Hell if you’re in Blanka’s face and he does U2, you can just throw out U1 before he even smashes the ground.

U1 loses to U2 unless I’m doing it wrong some how.
I’d rather jump U2, Jump, Slide, Punish.
Also, it punishes balls, but you can activate U2 before the ball hits you and it provides practically the same effect.
Also, U2 beats out jumpins, electricity mixups, etc etc.
U2 has far more uses.
All U1 does is punish balls, but U2 can as well.
U2 stops his momentum.
In fact, U2 is just a better ultra, so embrace it.
The only time U1 will beat BLANKA’s U2 is if he’s still in the animation of not smashing the ground, but other wise, Blanka’s U2 is COMPLETELY fireball invincible, and read it and weep, U1 is a fireball.

if you’re not getting jump>U1 off during U2, something’s up on your end then. I’m completely fine with U1 Rose on any Ultra Blanka though.

Okay, so I tested it out.
If you are full screen away, (like Rose is on one side, Blanka on the other, where Blanka is usually is when he activates it due to two back hops) it is impossible to jump in ultra 1, Rose WILL be beat. HOWEVER, Slide will trade and the trade will be slightly in blanka’s favor, but it won’t do anymore damage than the chip, so I’d just take that damage in.
If you are half screen away, Rose can simply jump in U1 instantly. It will work, but then again@ this distance, slide will beat it, cr. mp will beat it, and you can get a BnB. With U2, you can punish it equally as well as you could with U1.
If he does it point blank, simply neutral jump or forward jump and punish accordingly. You could also U1, but U2 can be combo’d following the others and you’ll still have for other situations other than damage, where blanka has his mix ups on you and it stops and his ambigious cross up WILL be stopped.
All U1 does is “punish” Blanka Balls.
But if you see the Blanka Ball, you should just cr. mp on reaction, or activate U2 on reaction, which can be seen. U2 also punishes bad rainbow rolls easier, up balls easier, etc etc.
Also, the damage you’d get from U2 against a Blanka ball doesn’t seem worth it to me. Wouldn’t you be better off saving it for some mixups or crossup attempts?
On the other hand, the threat of U1 damage is enough to stop any random balls, so I’d rather take that. Sure enough, you can cr. mp him on reaction but I’m old and my reactions are shit, so I prefer my guaranteed damage on him.
That’s gonna be a case of “that’s your own problem that you’re old”.
It’s not like he’s gonna ball ever when you have U1.

I’m 15 and I have no problem reacting with a spiral or cr. strong.
And no “good” Blanka balls on a U1 Rose unless they know it’s gonna hit.
U2 will net you more damage overall.
I appreciate the testing, facts, and opinions stated as opinions. The trolling, oversimplification, and opinions and stated as facts I’ll probably pass on.
I think U1 is still quite useful in this match-up, as it not only intimidates the opponent into not using Blanka Balls too much, but it also deals far more damage. You could throw projectiles at full screen, and try to encourage your opponent to use an EX Blanka Ball (assuming you’re not within his slide attack range). Doesn’t his EX Blanka Ball beat out Rose’s U2 if not blocked?
EX ball ignores Orbs.
If EX Blanka Ball ignores orbs, then it will be hard for Rose to get in with U2. I’m not sure if his other types of EX roll moves have similar properties or not as well, but if they do, I think U1 could arguably be the better choice in this match-up.
it’s already been discussed to death early SSF4 that U1 was the overall better choice for Blanka. It’s one of the few fights where U1 shines. Some prefer U2 but you overall have better options with U1.
Rainbow balls? focus or block. Punish with Soul Throw.
Blanka Ball? If you have meter (Ultra or Super) Block and punish. No meter? Block/cr.MP/LP Spark
Up Ball? soul throw, punish with a combo, U1, Super, whatever. You’re not gonna see much up balls anyway if you’re playing a Blanka who knows what they’re doing.
Blanka does U1? If you have Ultra, throw it out. No Ultra? If you have meter, EX soul throw while he’s in the air during the startup. No Meter? Soul Throw. The timing is tighter compared to EX version but it’s doable.
Blanka does U2 Anti ground? If you’re full screen away, hold u/f during the freeze and slide when you land. Sweep distance?, Jump, and buffer U1 in the air. In your face? Just do U1 before he slams the ground.
There’s no reason to be scared of Blanka as a Rose player. Saqs said it best, it’s a chessmatch.

If you’re playing Blanka’s that rely on simple balling to generate an offense, then yeah U1 is a good choice.
Does it punish up ball on hit? It’s a little slower than abel’s, so I’m wondering.
However, if you’re dealing with a good blanka who is using Electricity frame traps and O/S slides after crossups, U2 is gonna help out a lot.
The problem with Ultra’s that punish X move or something and do nothing else is that “can X player still beat you without X move?”
If the answer is yes, then you’re basically playing without an ultra.
Notable exceptions are ultras that can punish things AND be comboed into, such as Abel U1, BalrogU1, and (for certain characters) Chun U1.
