They definitely are not state troopers, they are campus police that act like regular city cops. They have real power on campus, but I’m sure chain of command is very much different than local police. They only have jurisdiction on campus and the immediate vicinity.

Today on CBS College Gameday they said McQueary said he reported it to police, then they said right after that, there was no report listed for “campus” or “local” police.

I seen also they said in 2007 an administrator from Penn State went before State congress and asked to have something passed to seal all Penn State’s documents and shit. And they passed it. I don’t remember if it was the school President or not.

Campus police

The campus police in many state owned schools tend to be a division of the state’s police, giving them state-wide authority and jurisdiction similar to that afforded to state police. Officers of the Colorado State University Police Department and the University of Colorado (Boulder) Police Department are commissioned officers of the state of Colorado, but also hold commissions through the cities and counties where their universities are based (respectively Fort Collins and Larimer County for CSU and the City of Boulder for CU). In Virginia, state law (VA. Code Section 23.232-23.236) allows campus police officers to be armed and have full police powers on and around the campus grounds with concurrent jurisdiction with the local police.
The Authority of campus police is usually similar to the local or state police.

Some colleges they have guns, some don’t.
Penn State is not state troopers, I looked it up. Some colleges might be, but not that one.
They made a clear distinction between Penn State Campus Police, and the Local Police. I don’t know if both were involved on listening in on Sandusky that one time, I’m sure that Local Police was because they filed the charges with the D.A.
