For those unknowing, this is what an idiotic post looks like! 
Let’s do a mini dissection! (Yay, experiment!)
First off, do you notice how he’s calling other people’s opinions about the game bullshit, and then goes on to give his own? Secondly, he goes on to talk about how high-level play doesn’t exist yet, and that tier lists are based specifically off of peak level abilities. These are key notes, so keep them handy as we move.
Now, there’s always a lot of talk about tier lists when new games come out. Tier lists are a good way of seeding the obviously bad and obviously good characters, so the communities have a decent idea of where they should begin real progression into the metagame. The Tier List is a representation of current high level play, tactics, and tournament wins with characters. I’m sure you all know that!
But, that doesn’t mean tiers won’t exist in the start! The** current metagame** is a representation of what the players have to offer the game’s mechanics, and by basing your wins/loses vs the wins/loses of others, combining obvious potential (Which includes spacing, footsies, damage output, safety, speed, and more!) with player’s immediate abilities, you should have enough preliminary information to create a tier list. By taking the relevant information, you can then assess and form a listing of the characters in which people assume are the best, leading down to the worst.
Most commonly, in the beginning, players will group up characters, as their individual potentials are more-than-likely not met. This is important, as some characters will have uncommon set ups for reset potential (Sakura, Vanilla SF4), amazing zoning and keep away (Morrigan, UMvC3) or a moveset that seems lackluster at first but turns out to be extraordinary. (Spencer, MvC3.)
Where that leaves us, is four days into a new game, we have enough people attempting to tear the game’s mechanics apart to have an early idea of which characters are slightly more suited for top tier than others.
I think few people would argue that Cerebella’s potential and damage output is amazingly high, coupling with the fact that she has two mighty strong assists. She definitely has my vote for best.
I would also like to point out that I think solo teams are hot garbage. In two weeks, I think they’ll be extinct. (At high level play, at least.) Duo teams will more than likely be the way too go, or double point / assist, a’la MvC2/3.

I know, Para is good, blah blah blah. She’s too easily pushed into the corner, and slammed on. If she doesn’t have a good assist, she has no choice but to use that wanna be Captain Commando move, that will more than likely get her punished by strong lock down. Her loops are duckable, her resets are easily teched. I think as time goes, she’s going to evolve, but as of right now, you just have to avoid j.HP and punish when she attempts to setup, and you’re in there.
Double’s hornet bomber assist on top of the fact that she has probably the two best DHCs in the game make her the best anchor in the game, to me, right now. Hornet Bomber is doing 2100 flat, and is largely unstuffable for the most part. Alpha countering to her to ward off corner pressure and canceling into the kitty helpers is way too strong and safe. Bionic Car (I don’t care what it’s really called, get a life.) has to be the best DHC in the game. I’ve never seen it miss. But let’s not forget the fact that her grab is probably the best in the game (or tied with Val’s) and she has a ton of tools to keep her safe. Her damage isn’t anything to scoff at, either.
Valentine has easily the best mixup potential! But I’m gonna gonna put my strategies on blast before I go to a tournament!!!
(keep in mind, this tier list is based on my experiences and what I’ve seen in game. Not in training mode, unless I can see the video and confirm the moves aren’t duckable, taggable, or techable.)
