Anyone have any good anti-Hakan tricks? I play our local Hakan (you may have seen him play as [media=youtube]wmfVbxqQfgo"[/media]) and we mostly go 50/50, but I’d like it to go a little more in my favour. Specifically, is there anything I can do besides ex guac when he tries that meaty air grab that catches you standing on the first active frame?

s.LK can stop his slide. Try also just crouching when does that slippery air grab.
I think what Vanilla is saying is that Hakan can time his meaty grab so that it grabs you on your first standing frame, before you can crouch.

Against a decent Blanka player would it be wiser to look to get inside or keep distance and turtle?

To answer your question anyway:
Play a bait and punish type of game. If you run around constantly, you’re going to eat a lot of horizontal balls.
Take U1, since it can punish every type of blocked ball.

Hakan doesn’t seem very hard to me as Fuerte. I’ve only ever fought one Hakan player that ever gave me trouble whom I forgot the name of. But I never found him too hard. Just keep your head low, play defensively and attack him with any opening he leaves himself with. If he has U2, be very cautious in how you approach him and try not to make any of your aerials predictable. If anything, try to bait his U2 so he leaves himself wide open for attack.
A good way to bait a U2 is to run stop jump over him. You’re completely safe as long as you don’t do anything extra (not sure, but I would rather play it safe.).
I usually do it by just running and stopping in front of him during my vortex or faking a wall jump towards him.
Well, I guess it depends on the situation and your personal preference.
