Um have you watched any japanese/chinese matches? You do see it used against grapplers, and the grappler player usually notices the twitching and doesn’t go for the grab because he knows what will happen.
Also, sometimes it is hard to see the alternate blocking because you actually don’t need to spam high/low in order to get it to work…just a simple change in block stance when you think they will tick throw (usually after the jump attack or the jab) will activate the alternate guard glitch.
It’s so widely accepted in japan/china that you don’t even have to alternate anymore because most players won’t even try to do a tick throw like that.

Question! At 1:43, in the second vid, Daimon air guards a kyo early jumping attack… Does Chicken guard (or any form of advantage from blocking in the air) exists in 98 or 2k2?
I know it’s in 98, but I’ve never seen it in 2k2 so I’d assume not.
