I might as well chime in with my Guile thoughts. I already posted this in the Guile thread a few days ago, but here it is again.
Guile vs…
Cammy: 7-3
Zangief: 7-3
Fei: 6-4
Hawk: 6-4
Honda: 6-4
Ken: 5-5*
Dee Jay: 5-5
Dictator: 5-5*
Sagat: 4-6*
Chun: 4-6
Ryu: 4-6

I put Ken at 5-5, but I was on the fence about putting it at 6-4 in Guile’s favor, which seems to be the most popular opinion. I think 6-4 sounds reasonable.
Sagat is a wild card. I think he still has the advantage against Guile, but not by much.
I’m not too sure about Dictator. This is probably my personal worst match, so take it with a grain of salt. Maybe it’s 6-4 in Guile’s favor, or maybe even 4-6.

If Guile blocks a Dive (or even if it hits) do Cr.RH immediately after you land and tell me the results you get. Or hell, even try Cr.MK. The only thing stopping this from being bullet-proof is the RH FK. Go to the page before this, I rated Guile/Hawk 6-4 as well.

Seriously you two and maybe another no name are the only ones ive heard who are pro new dive. You act like I havent tried these things before or like you’re talking to someone who is just picking up hawk. Next evo mm ft 10 or 15 or whatever. Hawk vs Hawk. $20. Maybe more, depends on how expensive school is. We can play hdr or ST. Doesnt matter. Knowing you and your fucking hard on for sirlin and the new dive, you’ll want to play HDR.

Its really obvious you haven’t tried these things otherwise you wouldn’t be complaining. I’ve beaten a lot of Guiles doing this, yet you act like I’m just being an idiot. Wow.

They usually do. I Dive after I predict a fireball or if I think they won’t.
Edit: The really good ones use standing jab and Back+MK.

Ideally you’ll want to watch Dictator played by Taira or YuuVega, but it’s not as important as making sure to watch the right Guile player.

Notes: the Honda matchup isn’t a free win for Chun anymore, due to Honda’s upgrades. She is still my anti-Honda, as it’s Honda’s worst matchup still, and you need anti-Honda in HDR. Jab headbutt can be baited by Chun though, so Honda has to mix up to get in, but does a lot more when he gets in.
Guile’s new Flash kick puts him at advantage where it was even before, but still winnable.
I don’t think the Fei match is as bad as people think it is. Chun has tools to keep him out still, and she can get offense on him. Fei’s just got better tools to break Chun’s defense then most other characters.
Claw may be my personal kryptonite, as every single ST bet match or tourney I’ve lost or been peaced out by either Claw or Choi, and well, Choi breaks games by himself. Ground SBK has some use in this matchup. Only way he’d be more broke is if you cut his height in half, dressed him up like Freddy Kreuger and gave him claws. 
Fake fb Hurts Chun vs Ryu- matchup may be slightly worse then I said.
Sim’s changes really help him vs Chun, He was buffed vs Chun almost as much as Honda was.

i would even say Claw is better than akuma(at least as honda)

bison is his worst match.
he slightly loses balrog and honda. (4.5-5.5 at worst)
everyone else, he either wins or goes even with.
To respond to an above list: Cammy loses to Chun-Li. Chun has a great ground-game, and her fireball has the same properties as Ken’s. As in, you can only fierce spin-knuckle through it! Makes the match VERY annoying.
