Some more details I’ll add to my earlier post. I can confirm that the guy in the brown hat is a spy “スパイ”, and that the Dolls have some sort of trainees. I can’t make out the first symbol after Dolls “ドールズ”, but the second is definitely “習” which translates to learning. I’m still not 100% sure who the guy under the cyborg could be, but the best translation I can come up with is; “メクこり” which would translate to “wound and stiffness”, which could make him some sort of medic. This would be a different classification than the surgeon character on the left bracket, as he is specifically listed as health “衛生”.
I think the most interesting aspect of this are the Doll’s in training. It implies Shadaloo continues to kidnap girls from around the world to replace the Doll’s should one of them go the defective route of Killer Bee.
Who is Cyborg though? Do they mean a Human Incubator? Or is this a new kind of cyborg?
I also believe we saw FANG’s ‘Fanglings’ in another concept her from the book. They looked like scientists except they were wearing robes like his. One of the oldest SF5 character leak rumors actually had a new ‘Shadaloo scientist’ as one of the new characters, and put him down for using chemicals for power ups. If I recall correctly, it also had the character kidnap someone related to the new characters. I’m trying to find that leak list, but I just remembered it. It was a good guess in retrospect.
When I see it I think about the jet-pack characters in the 4 Kings stage, but I’m not sure because I can’t see the character’s faces. It also made me think of the cyborg from the SF2AM. Seeing the spy character brings back nostalgia of the potential Q character from SF2.
Something cool I guess we can throw out there too. The senior member of Shadaloo is apparently wielding some sort of Psycho Power when dueling the ninja in the background of the 4 Kings stage. The middle picture of the grunt is also peculiar, as it mentions his eyes being completely white, and the antenna with purple energy sticking out of the helmet have something to do with *Psycho * “サイコパワー”.
It seem’s that Bison deliver’s on his promises to grant those utterly loyal to him a portion of his power. Similar to the offer he makes to Sagat in Alpha 2, but of course the latter declines. The bottom image seems to be a depiction of the rigorous test Shadaloo junior ranks take to acquire the level of intermediate.
Bison imbuing his followers with Psycho Power is probably some sort of ‘deal with the devil’ scenario, where the catch is some or total loss of your free will. Still, I find it surprising how potentially spread out his power is (plenty of it just laying around it seems). It almost makes it seem like he is the hivemind of Shadaloo, literally.
Another thing to note is that Bison has developed machines that run on and amplify his Psycho Power, or at least serve as conduits for it. I noticed the ‘sorcerer’ figure had these large wrist bands, that could be aiding him in his use of Psycho Power.
I just have to make note that it seem’s that only Psycho imbued person’s save for Bison’s and the Doll’s would be anyone in the bracket directly under Bison. We have to take into account that Birdie was completely willing to join Shadaloo at first only to betray them in the end. Although during his tenure he was not endowed with Psycho Powers, and it was even deadly to him going by his Alpha 3 ending. So not all low ranking Shadaloo members are granted use of Psycho Power.
Yea that makes more sense. I guess its similar to how they describe Necalli’s brutish melee fighting style as “violent style taking advantage of physique”. When describing something tangible the Japanese make sure not to spare on the wordy details.
It would be kind of cool (to me at least) if it was some sort of Batman Beyond thing where Joker transferred his conscious into the old Robin, then he awakened in him years later.
I would like Laura to turn evil. That would mildly help explain why she wasn’t really brought up before. It would also save her character from being incredibly boring, but maybe they have interesting things planned for her.
So who is the ninja in the back of the Shadaloo stage? One of Ibuki’s clan? Strider crossover?
I did a bit of research, and I can hopefully confirm another observation true.Translation of monitor cyborg ends up being very similar to what’s labeled under the cyborg pictured; “モニターサイボーグ”. That and the fact they look vaguely similar to the cyborg from the SF video game based on the animated movie.

Man, I’d give anything to see a massive Decisive Battle in the Street Fighter universe for all the heroes to join in one big force against the evil guys
Well done, and the cyborg DOES look like that old Cyborg, who was basically the progenitor of Seth and his buddies in the sense that he too would copy fighters’ data and then emulate their styles.
Although, realistically speaking I think this is just the hierarchy within the Shadaloo base (like Akiman’s drawing of Shadaloo Island). It excludes many other hypothetical operatives and divisions that would be practically needed to sustain their world wide syndication.
Okay, see, all this info that we suddenly got, proves to me that they are taking the story seriously. In the past there were bits that talked about Shadaloo’s hierarchy and daily lives, but this isn’t hidden away somewhere, it’s out in the open and presented in a fun way. They’re really starting to think about “how it all works” and I couldn’t be more excited. I REALLY REALLY hope all of this is eventually presented in English, it’d be a shame for the western world to miss out on this.
It’s like how the new Star War trilogy elaborated more on the Empire, and more specifically Storm troopers. These aren’t your grandpa’s fodder Storm troopers, they have distinct ranks and weapons that make them each unique and threatening in their own way. So while even howling a Wilhelm scream, a group of them in commando armor wielding shock tonfas and flamethrowers will still come of as menacing.
Similarly, we now have a glimpse at the militaristic hierarchy and procedures within Shadaloo. Although presented in a lighthearted way, it reaffirms a lot of the theories that have been going around for sometime.
Shadaloo having monitor cyborgs and spies within canon, M. Bison powering his troops with Psycho Power through their armor. Even the display of radio djs and PR reps infers that Shadaloo is well versed in the ways of propaganda.
Chefs can literally infuse Psycho Power into your popcorn to further enhance the effects of brainwashing.
Now were getting an in depth view as to why Shadaloo is the threat it is, not just M. Bison’s role as a threat in it.
Interesting thing to note, if not already mentioned…
Apparently, the hierarchy diagram was drawn by F.A.N.G himself. Next to his name it says “watakushi”, i.e. a humble way of saying “me”.
Next to Claw it says “Claw man”.
Next to Boxer it looks like “算数 = ガテ”.
算数 is arithmetic.
I think ガテ = がて = 難て = an old way of saying "difficulty"
In other words, I think Boxer still sucks at math.
Next to Sagat it says “Traitor”
Next to Dictator it says “Sugoi”(Amazing/Awesome/Great) and “Vega Sama”. He seems to really like Dictator, if the sparkles didn’t convince you…
Also, yeah, next to those baby dolls, it says 見習い…“apprentices”
I was actually just about to post this. I wasn’t sure what watakushi meant in context to the picture, but the way everything is childishly drawn clearly screams Fang’s character. I’m guessing Fang is describing the key attributes he notices about his peers.
Could you possibly make out what it says under Fang’s subordinates?
