The problem with that theory is Shadoloo didn’t let Cammy have Juni. Seth and S.I.N were the responsible for the kidnapping of the dolls. Not only that, Juri threw Juni at Cammy for shits and giggles.

I would like to speculate on what carried from SFIV’s S.I.N and Seth to SFV. That’s the sole reason why I’m looking forward to Juri. If there’s not even a mention of S.I.N. and/or Seth in SFV, they will have been nothing more than a filler (sub-)organization for SFIV story.
You’re not paying attention it seems. The entire premise of SFV relies on the fact that SIN existed, collapsed, and was then absorbed back into Shadaloo. Many of the scientists behind CHAINS are actually from SIN. The story of SF5 literally picks up about 12 days after SF4 and carries from there to the present.
Seth, SIN were and have always been subordinates to Shadaloo, that were granted some independence so long as the remained in line. If you want to argue that they are ‘filler’, then one can argue that all of SF’s story is basically filler, but that’s counterintuitive no?
I am sure Juri will play into this smoothly because she seems to be missing her FSE in her SFV appearance. I doubt Juri would be okay with losing all that power and would do anything to get it back if true.
That’s because she’s not in Shadaloo anymore of course. Like you mentioned already about her being the most severely brainwashed (when they acted & spoke Robotic), it looks like more of Juni’s real personality is shining through now! I can totally understand why she’s different.

I didn’t get a good sense what personality Aprile has from the F.A.N.G Report exactly. I know she takes care of her teammates (injury-wise I assume) but would there be a “caring”-type personality or something else? Juli’s personality didn’t get mentioned in there at all.
Ah, okay. I remember reading something about this kind of issue (hair & eye color change) on the Shoryuken boards years and years ago. It was something about how the Japanese don’t care as much for the finer details such as that. Maybe it’s not as relevant/important to them based on character? Didn’t Ken go through the same issue (his eyes weren’t brown or eyebrows weren’t black to denote his Japanese heritage) during SF4? I’m sure someone can update me on this whole thing!

I’d like to see others instead of Fevrier. Something tells me Capcom are gonna mess up Juli’s story, unless they retcon T-Hawk’s ending and that girl we saw wasnt Juli. Although we know that shit was retconned in Alpha because Hawk was really supposed to be looking for Noembelu
I loved the way Juli/Juni were depicted in Alpha 3 with their unique (Juli can power-up, Juni can heal Juli) abilities and storylines.
The Juni chapter in the Udon book where Shadaloo sends her home for an assassination mission is great.
