I’m certain that the questionable look of the story panels for the initial 16 characters were due to Bengus having a sheer volume of artworks to make in a limited set of time at the very least.

I think Abel was confronting Fang when he’s interrupted by Guile who takes over the fight from then on. It’s already been confirmed on Abel’s bio page that he had infiltrated Shadaloo with a disguise similar to what he’s wearing in the story mode. Ironically enough out of the 26 confirmed character profiles released on the site Abel is not one of them, which means the info that was leaked was supposed to come around a later time (probably after Guiles release).
I have a feeling that the part that he plays in Guile’s story mode revolves around this.
PLEASE let that last-line be a swerve and this “Abel” that shows up in Guile’s story be a DIFFERENT clone from Abel. Perhaps a backed-up Seth. That would be awesome and interesting…
There is no way that Abel only weighs 85kg. That’s roughly the same weight as Ryu.

F.A.N.G. finds Abel and tries to snuff him out, aware that he tried to infiltrate the organization. Abel is rescued by Guile. After a fight, F.A.N.G. runs off. Abel wants to go after him, but Guile advises him not to; if he were to go headstrong, he’d just be led to another trap. Abel insists that he can find out his plans if he catches him, but Guile notes that Abel can’t with his injuries.
“Calm yourself down. Recklessness and bravery are not the same thing.”
Guile remembers a time back then between him and Nash. Guile wants another match, when Charlie tells him to not get so heated. Staying in control means survival. “Keep the heart hot, but the mind cool, right?”
Back to present, Guile lectures Abel further. He complies and apologizes, then thanks Guile for saving his life.
Abel is researching the disappearances of the S.I.N. researchers. He and Guile head to the shutdown S.I.N. laboratory, but Abel believes he might be able to find out something. There they find Juri. Juri refuses to tell them what she’s up to, and invites them to go ahead and check out the place, not that there’s anything useful left.
Inside, Guile and Abel find Operation C.H.A.I.N.S. (no clear image from what I can tell). The roof collapses, hurting Abel. Abel tells Guile to go on, but Guile does not comply and drags him out, noting that he will not leave a friend behind. Abel seems pleased to be called a friend.
They escape (I guess the laboratory was crumbling to ruin), but find Vega. I assume this is after Guile fights Vega:
Guile: We’re not done here.
Vega: Don’t be flustered. The curtain hasn’t risen on the stage of death… whose only performance will consume the world with despair.
Abel: “Stage of death”? Are they planning to start a war?
Guile: In the battlefield, staying in control means survival. So we’re the ones who win in the end.
Abel: Oui.
