Know what would make Sim even more mad? If Rog pissed on the entire supply of curry in the village. Maybe something like that would give us the canon fight between them that we deserve. Shadaloo took all of the water from Sim’s village in SF4, so they could be out to ruin his curry the next time they target his village.
It seems Dhalsim’s fire abilities are even a mystery to Dhalsim himself, the whole explaining it away through Agni is purely through his faith, and it’s not actually stating that Agni is a being that exists. It’s another power that’s referenced as a supernatural ability like Psycho Power, but even more mysterious. Also, if I’m not mistaken but it seems to imply that Sim may have access to harmful flames as well but he may choose to suppress them in fear of running the risk of killing the opponent.

It looks like Dhalsim is not entirely sure of the true origin of his talents…which is perfectly in keeping with his religious beliefs. One would not consider themselves to know such things…but rather would hold beliefs regarding them. Dhalsim believes Agni grants him his flames and thus, for him, that is valid enough reason for them to exist.
It also seems like Dhalsim’s flames HURT and do harm…but not burn. And this is by his own choice so as not to permanently harm. That is very much in keeping with his belief system. The only thing i can imagine is that the flames hurt but don’t actually consume things. A strange, impossible situation…but his entire art seems to be one all about mysteries. How does fire hurt without burning? Definitely sounds like something worth pondering. Sounds like one hand clapping…or a tree falling in the woods with no one around.
This stuff about Dhalsim is pretty damn awesome. It also continues to reinforce my belief that Dhalsim is actually pretty damn high-tier in SF

He doesn’t theorize, he flat out states it to be a fact.
Here’s the specific quote

Technically each one of his attacks from his fire blasts to his stretching limbs is a testament to his “religious devotion”, thus a type of ki attack.
Sim is the one to specifically say himself that his fire is merely an illusion, and was not truly able to harm someone covered in flammable oil.
Sim def Hakan: “Remain calm, friend. This fire is merely an illusion and cannot ignite your oil.”
But keep in mind that even though Sim’s may be an illusionary fire through the use of his ki, not all ki fires are illusionary. Case in point, every other fighter who has a ki flame attack will make statements about how Hakan will catch on fire because of their techniques.
Fei Long def Hakan: “You’ve got nerve coming at me covered in oil when I’ve got fire moves!”
Ken def Hakan: “Dude, you’re looking a little crispy. I guess my moves don’t mix well with oil.”
Sim is confirmed high tier in the SF pantheon now since he’s one of Necali’s story mode targets.

I think Dhalsim’s been definitely high tier since he broke Cammy’s mind control in A3. This is just him getting the props he deserves. Now I wonder some other things based on the characters who DIDN’T get noticed by Necalli:
-Why is he ignoring Akuma? Wouldn’t Akuma be more “appealing” to him than Ryu?
-How about Oro? He’s a 100+ year old Senjutsu master who fights with one arm for Crissakes!
-Gen? Gouken? Does Mu not matter to Necalli? If that is true, then what does that say about Dhalsim?
-Gill?! That’s about as powerful a soul you could find, maybe excepting Oro.
Simple answer: None of those characeters are in the game and Capcom can’t be bothered with referencing them.

But tbh Nec still feel 2nd tier boss compared to SFV Bison, i hope he end up as Ryu SFV rival and that’s it

But Ryu being anime hero Shin Shoryuken the shit out of him

It’s just that only char that can substitute Bison as overpowered final boss is Gill.
Also is cool how many times they used the idea that characters tag team to defeat him, it’s like put him on another level

I know the simple answer is “they’re not in the game”, but in-universe it doesn’t make much sense. Especially when, in Oro’s case, he is put on the level of Dhalsim in his prologue.
Well, if really you want an alternative explanation you can consider a reason that other top tiers at this point of the story are still more elusive than example Sim
Oro- he’s an hermit, pass most of his life medidating alone in some cave far from society
Akuma- he’s kinda an hermit too, or travel around the world. He’s literally a secret char that usually is the one who chose when appear
Gill/Urien- are members of a secret society and they still need to make theyr “debut”, as SF3 still is’nt happened. September Urien DLC as timeline will be the first appearence
Gouken- Idk, he’s around with Ryu, but probably Nec find Ryu more intersting for whatever reason… may be SNH or being the protagonist “chosen one” effect
Q- probably the most mysterious SF char
Gen- Idk at this point maybe the disease weakened him enough to be out of the list
Btw if Dhalsim count i think also Rose can be a potential target, as like him (and Bison) she got a strong and very unique spiritual power
Also she seem able to see future like the Prophecy Warrior
Capcom is known for doing stuff that don’t make sense at all, but there’s really only the “simple answer” to that question. It’s like asking why Noembelu, despite it always being intended that way, isn’t the Doll T. Hawk is after. The plot has to abide by the in-game rules, sadly. Not the other way around.
