Btw, I strongly dislike that they changed Cammy’s original quote to Ryu. In the Beta, she said she was constantly learning new things when fighting Ryu, yet now she totally disregards the meaning of fighting. It’s not that the quote is wrong, but it just seems like an unnecessary change. I also preferred Ryu’s “You’re strong. But nothing more” quote to Bison as well.
Honestly, I thought it was a badass thing for Ryu to say in the beta. After all the shit Bison put him through, Ryu dismisses him like the fool he is. Added some character to him.

He’s definitely supposed to be based on Gorbachev, the site even says in parenthesis (Great Man). This was something intended by Capcom of Japan even during SF2, and even though his name never appears in the game this fact was actually revealed in the Autumn 1993 issue of Capcom Club and the Capcom Fighting Jam Official Complete Guide “Japanese only”.
after examine Guile’s badge again it looks very close to the Air Force Special Operations Command insignia all that’s missing is the dagger.

I don’t think the guide is mentioning an issue with speaking for Blanka, it’s just implying that the animals he’s around aren’t dealt with by means of negotiation and conversation. Therefore, he had to put more emphasis on becoming a warrior and fighting instead of learning a bunch of words and letters for conversation.

Long story short, it’s a variation of the Yoga Fire. With regards to the fire (火 fire), as the name suggests this is a representation of a more powerful flame (炎 flame). He must blow strongly in order harmonize the concentrated power which does not fly far. Although this provides enough force in power to burn everything, nothing is left charred by the attack. It may be possible that Dhalsim originally used a more powerful fire but has since dared to suppress it, fearing the opponent may not know Yoga.
Dhalsim as a Fighter

謎 の 組織 ( もちろん シャドルー ) によって 麻薬 が ダルシム の 村 に 無料配布 さ れ 、 村人 たち が 暴徒 と 化し て しまっ た 。 村人 の 魂 を 救い正気 を 呼 び 覚ます ため 、 闘い を 必要悪 と 見なし組織に挑む。 最後 は またしても何が善で何が 悪 な の か悩むが、 今度 は ムリヤリ 自分 を 納得 さ せる。
A mysterious organization (Shadaloo of course) is distributing free illegal drugs in Dhalsim’s village, and the villagers soon turn into a mob. He challenges the organization regarding it as a necessary to fight evil and to restore the salvation and sanity to the souls of the villagers. In the end, he is once again concerned with the nature of evil stemming from good, but he is now able to convince himself of the forces.
