The thing with Akuma is all he really had was his dark and mysterious rep for killing Bison, Gouken and Goutestsu. So, every death retconned lessens his impact. With Bison, he’s caused chaos and at times has ruled the will of various political parties, caused death and destruction with his campaigns and committed numerous human atrocities. He’ll still stand up even if a few deaths are undone. With Akuma, the only people he seems to have killed are the nameless opponent(s) Adon was supposed to face in his Alpha 2 ending.

(With all his backstory connections Retsu is probably the most relevant SF1 character that never made it out of SF1. )
Akuma killing Bison was the old canon.
SF4 isn’t just a regular sequel to SF2. It’s a mix between a sequel and a reboot, i.e. they don’t repeat the SF2 story anymore, but the way the SF2 story is supposed to have been played out in SF4 is different from the actual SF2.
The best example for the retcon is Charlie: His SFA2 ending where he dies was just a what if ending that didn’t happen since he was alive and well in SFA3. Then in SFA3 he got his actual canon death scene in Guile’s ending.
But since SF4 is out, they made Charlie’s SFA2 ending canon, rendering his whole appearance in SFA3 invalid.
The games always had minor retcons (like Blanka knowing his real name in SFA3, even though his SF2 ending shows that he doesn’t know it). But all in all, they could be seen as one on-going storyline:
SF1, SFA2, SFA3, SF2/SSF2T
SF4 was the first game that did major retcons and obliterated whole sections of previous games from the canon. For example, SFA3 and SF2 are not separate events anymore, but are merged into one: We have the tournament from SF2, but it ends unlike anything that you have seen in SF2. Instead, it ends with Bison’s base exploding, exactly like in SFA3:
Therefore, I prefer to make a distinction between the old canon and the new one. And in the new canon, Akuma didn’t kill M. Bison.
