In the SFIII Ryu Final that his SFIIITS ending is based off of, not only did he lift a boulder with Oro on top, he did this as his daily training journeying from town to town with it on his back, and getting into fights immediately afterwards. So if Ryu is that much of a superhuman, imagine how strong someone like Hugo and Zangief are portrayed. Zangief easily tosses a Grizzly Bear like a child in the air, Hugo probably has Hulk like strength in comparison.

SF3 isn’t canon.
In the press about the story they said it would be between 4 and 3. 3 most definitely is getting some retcons (heck, as it stands JUST in SF5 events like Chun Li vs Bison in alpha 2 have changed to her vs Claw) so 3 isn’t going to be completely destroyed, but it remains to be seen how much of the original will remain.
Even if the story may not be relevant to the current story, I feel that any display of strength or power represented by a character within a SF title is within the possibility of their canon counterparts.
So even though SFEX might not be a canon plot, I still believe Zangief could Cossack kick with a train tethered to him because that’s how strong Gief should be canon wise.

Elaboration please. What is a Satsujinken?
Is this just the proto version of the later Metsu-Sho-Ryu-Ken that is said to have scarred Sagat? Or is it a completely different attack?
Or does the text simply mean: “The Sho-Ryu-Ken was originally intended to kill [but the version taught to Ryu and Ken was a weakened version]”?
Satsujiken is just another way of saying Ansatsuken, just less fancy. It literally translates to “killing fist” instead of “assassin’s fist”. It only became a Ansatsuken in SSF2T when Akuma is introduced, before that it’s just a nameless mixed martial art consisting of Karate, Judo, and Taekwondo. The SRK might have scarred Sagat before it was an killing art, but it hadn’t become one officially til SSFT2. Technically Gen is the original “Ansatsuken” user from SF.
It’s funny how the more we dive deep into this bios the more convoluted the whole Sagat vs Ryu stuff becomes
Basically from what I can gather Ryu and Ken’s styles were originally just plain old fighting styles with flashy looking specials. Then SF2 comes around and their fighting styles are still the run of the mill styles, but Ryu is being noted as scarring Sagat with one of his flashy signature moves, for seemingly no reason other than it’s an insanely strong technique. Then Akuma comes around, and to go along with his Murderous Intent Ryu’s style was revealed (retconned) to being a descendant of a Satsujiken or “killing fist”, which brings the Sagat scarring incident into a better perspective.
