I think the main clue from that image is the phone that Blanka’s holding… It is a phone, right?

Looks like it’s supposed to be a throwback image, and based on the size of the phone it’s probably designed to look old/big, but there’s no antenna on it. Hard to imagine holding a 90s phone from the top, maybe just me.

So I’d guess it was made in the 2000s. Also, the girl looks a little too close to the SF3 design to be otherwise, I think.

That image is from the Street Fighter Saga Kakutou Bushiden dvd. Those are mainly tournament or strategy DVDs released exclusively in Japan. It was made in late 2003(Oct) by Akiman. You can find it in the SF20 and SF25 Artbook released by UDON. It was a just for fun image and Akiman said he drew it with the intention of it being “After the street fighter series” whatever that means exactly.

I think its funny that Sagat is, like, 10 feet tall in that image.

And we can be sure that the guy who said this is actually aware of the artwork from SF4 and mentioned the detail about Charlie’s name specifically in spite of this artwork?

I mean, the way he words his statement is an indicator that he might not be the expert on canon details:
“We also changed his name. In Street Fighter V he goes by Charlie Nash.”

He’s talking as if they decided to give Zangief a second name: "Oh, by the way: His official name is Ivan Zangief now."
He seems to be totally oblivious to the fact that “Charlie” is not a completely new name, but instead his name in the western versions of the games. The interviewer even has to tell him: “In the overseas versions, he was already known as Charlie.”

So, yeah, it looks like some random Capcom employee just named a little detail that he remembered. Stuff like this happens. Not everybody in the company knows everything.
He doesn’t even reference the American name. He sounds like he believes that the name “Charlie Nash” is a completely new creation.
So, I don’t think that he even knows about the artwork. His statement is therefore most likely not a declaration of canon like in: "Yes, I know about the dog tags in SF4. However, this was never intended to be canon. Only now, in SF5, did we make it canon."
It’s more like in: “Oh, by the way, did you know that we came up with a complete name for Nash? His first name is Charlie now. I bet you didn’t know this, right?”

Here, some guy from Nintendo talks about that they originally intended Mario to be able to fly in a cloud in “Super Mario Bros.” His comment: "You can now do that in “Super Mario Maker”. You can even control where the cloud flies."
As if this was some concept that they were finally able to implement after all. Except, they first did this 15 years ago in “Super Mario World”. And yet, this guy seems to think that this is a feature which went from unused design documents of “Super Mario Bros. 1” straight into “Super Mario Maker”, instead of simply being a well-known feature of the Super Nintendo game.
(The cloud physics are even identical to the ones in “Super Mario World”, so the developers definitely took it from that game and didn’t came up with the idea after digging out those old design document.)

So, yeah. Not every word any person from that company speaks in passing is the infallible canon word about the official plot.
Show me an interview where one of the Capcom designers is confronted with the SF4 artwork and still says that the name “Charlie Nash” wasn’t canon until SF5 and we can talk. Otherwise, I wouldn’t put too much weight on some random guy who doesn’t even seem to know that the name “Charlie” comes from the American version.

Another thing I noticed from the City in Chaos stage. There’s a Hagger Investment Bank above Cafe Eliza. You’ll be able to see it on Laura’s intro on the P1 side. You can barely make it out but Bison’s death star can be seen on the sky as well.

So yea Capcom’s definitely pushing story this time around; storymode, live action series, novels, comics, mangas. They’re pretty much trying to cover all the bases this time around.
But Capcom needs to take notes when it comes to a comic style based art for storymode and they should of left it to this guy.

Aw man, a Japan exclusive official novelization?! Dude, I friggin’ want that! How did this fly under the radar like that? As you said, wow, they’re really trying to push SF’s lore now! I like it.

I honestly don’t know how it could be so low key like that, especially with featured art from the guy who does the Shonen illustrations for One Punch Man at that.
Honestly Capcom why didn’t you leave storymode up to this guy, especially when you already commissioned him to do work?

and leave the other stuff like concept art to Bengus

If this is this case this makes a lot of sense as the New York stage had been implied a major setting in the storymode trailer. That and the fact… [details=Spoiler]it’s not one of the featured playable stages in the prologue storymode although a lot of hints are dropped about events that are about to take place there. Mainly Karin’s Fighting Tournament and Nash’s inevitable meeting with Chun, Cammy, and Guile.[/details].

Are you sure the tournament that Karin was talking about will be important? I though it was a one-off statement about a random tournament she made up. It would be cool if it was a major plot point.

The New York event probably draws a lot of fighters into one place when the event happens, which gets a whole bunch of people after Bison at once.

I don’t think it will be very important, but it will be an excuse (in true SF tradition) to gather the fighters from around the world. Bison is too busy this time trying to plunge the world into armageddon to hold a tournament, and the Illuminati are AFK. So the Kanzuki tournament is a nice twist on the idea and at least it is an honest tournament without any ulterior motives as far as we know.

It will likely fall apart as things escalate to catastrophic proportions later in the story.[/details]

A core SF game that didn’t revolve around a tournament just wouldn’t be the same.

That said, her rules must be pretty lax if Mika is allowed to have a second person run in and help during fights…

Seriously Capcom missed opportunity to capitalize on a Bengus x Murata artwork team up. He’s a fan of Street Fighters and he even does sketches of them!
