Mid-range 50-50 situation:
There’s not much to say in this situation. Hakan loses in footsies against Abel. Standing short is just too fast for Hakan to punish or counterhit. It’s possible, but it’s like 1 in 10 times towards-jab or standing strong will actually hit Abel, and most of the time it’s a trade. Once Abel gets you locked down in this, it’s pretty hard to get out unless your oiled up. If Abel is a little over-zealous in his usage of standing short, a well times Oil Rocket will stop his pressure. Of course, this is a huge risk to take. Your best bet in this situation would be to already be oiled up, once Abel lands his towards+mk, the mix-up begins. Hakan has great ways to deal with this, but more on this in the Defense section.
Offense:
Unoiled, Hakan has few options against Abel. DO NOT use towards+hk or towards+mp up close, Abel can reversal each of them with TT. If you want to use either of them, use them at max-range. Even then, on block, Hakan is at a disadvantage when it comes to options:

-Abel can reversal grab Hakan after a blocked towards+hk used upclose
-Abel’s grab beats Hakan’s grab. After blocked max-range towards+hk they both whiff.
-Abel’s grab beats Hakan’s normals on blocked close towards+hk. At max range Hakan’s low+mk will stuff Abel’s whiffed TT.
-Abel’s grab whiffs on Hakan’s backdash/jump.
-Abel’s normal stuffs Hakan’s grab since Abel’s out of range. This is bad, since this gives Abel an opportunity to land towards+mk.
-Abel’s normal cause a trade, Hakan can even block in this situation. This is bad as well since it gives Abel an opporunity to land towards+mk.
-Abel’s normal will whiff on Hakan’s backdash but will hit him out of his jump.
As you can see, all Abel needs to do on block from close range is reversal TT. From max range towards+mk will beat out everything or make Hakan block, which is bad since in this situation Hakan has no oil and is on the defense. All Hakan can do is max-range towards+hk and then backdash right away. Smart Abel players will catch on to this and come after you by dashing towards you. The options are pretty much the same against Hakan’s towards+mp on block. Up close it can be punished with reversal TT, and from max range Abel can just towards mk to mount his offense. Be sure to backdash if Abel blocks anything from max-range.
With oil, Hakan’s offensive options post blocked towards+hk and towards+mp improve, thanks to backdash dnc. Backdash dnc to low+mk beats pretty much EVERYTHING. You still have to use both towards+mp and towards+hk from max range, however all of Abel’s options get beat by backdash dnc into low+mk, which can hitconfirm into slide. You can also do backdash dnc into low+lk, to tick into a throw. However, most of the time you’ll already be out of range after a towards+hk to use low+lk. All of Abel’s grabs whiff anyway since he’s out of range, also, Abel’s normals will whiff when you backdash dnc. This is not 100 percent fool proof though, Abel can simply mistime his normals to throw you off, or he can even backdash out of everything and reset the situation. It just helps give Hakan some offensive options off of blocked max-range towards+hk or towards+mp.
You can also fadc into dnc as a follow-up to max range blocked towards+hk or mp as well. It’s a bit more risk since you accumulate grey health but it will stop Abel’s toward+mk. Be cautious, Abel can simply dash up and TT you.
Remember, MAX RANGE
Also, be cautious when using your beefy ass normals. Smart players will focus your towards+hk, make sure to throw in a standing hp or slide when you see your opponent charge up a focus.
Another thing to note is that Hakan’s slide beats Abel’s Ultra II. Use it if Abel uses Ultra II from a distance.

[details=Spoiler] A pretty decent matchup for Hakan. Hakan can deal beefy damage, and Akuma can’t take beefy damage for long. If the Akuma is running away and using air fireballs, use the HP Slide~followup. It requires certain timing, but it can take care of that little problem and put Hakan in great position to deal even more damage. Even if you miss with the slide against an airborne Akuma throwing fireballs, it’ll still put you right in Akuma’s face, allowing a mix-up game.
If Akuma is pressuring you in the corner with pokes like standing HK, then EX360P or use the LK version of his Super, but I’d only recommend that if you know it’ll end the round. Akuma’s pesky demon flip is also somewhat nullified due to ultra II. Raging Demon can also be stopped by DDT(though, I don’t think you can do it on reaction to the super/ultra). It can also be stopped by f+HP(again, don’t think it can stop the raging demon on reaction). [/details]

One of Hakan’s better matchups. Any Blanka Ball can be punished by HP slide. The only thing to really beware is if the Blanka starts getting tricky and uses his wacky throw set ups. When unoiled, just tech the throws. When oiled, if you expect a throw, use EX360K as it’s grab immune. Slide can get past his Electricity. Keeping Blanka away seems to be key, since if Blanka uses a ball, you can just block and punish with slide. If he gets close, it’s not necessarily a losing battle, just be aware of Blanka’s mixup game using his hop. Ultra II catches the hop, as well as any Blanka Ball, so it’s the preferred Ultra for the matchup.

[details=Spoiler] Chun is an annoying matchup. I’d recommend playing it slow and methodical, aiming for the knockdown. Playing air-to-air games is kinda hard with her since her jump arc is so high. You’ll have to time your air-to-air counters at the right time, otherwise they will whiff. If you’re on the ground and she jumps at you, you can slip behind her using f+MP or d+HP, and attempt a normal grab/360P/block.
Chun’s pokes are also pretty good, so the footsies game is also somewhat difficult. You can catch her far.HK with slide+body press if you time it right. Knocking Chun down will be your best bet, since her wakeup game is fairly poor outside of EX Spinning Bird. If she does have meter, bait it out and punish it with sweep/jumping and following it up with a 360/720. Otherwise, just do the normal wakeup vortex on her wakeup. Another thing to note is that if Chun does the instant overhead(instant jump.HK) against you, you can punish it with HP slide, even on hit.

You’ll want to play if safe during this match, and aim for the knockdown. Cody’s got great normals and anti-air, but a poor wakeup defense. He can EX Zonk you on wakeup, but blocking that leaves Cody very unsafe. On Cody’s wakeup you can do the standard Hakan fare: meaty j.HK into DDT/blockstring, j.lk/mk tick into rocket, other DDT setups, ect…just beware of the EX Zonk. If he has meter, play it safe and attempt to bait it. So, the wakeup game is where you must crush Cody since he’s lacking in wakeup defense. EX Oil can go through the first part of his Ultra II(the sand spray), so you can bait a Cody into using his Ultra II when you use EX Oil, then buffer into Ultra I/block and punish.

A fairly tough matchup for Hakan. DO NOT oil up if Dudley is standing and has meter. He can punish you with EX Machinegun Blow, and that leads to nasty damage. Oiling up against Dudley is fairly risky in general if he has meter. The only safe time to do it is after a LP Rocket, or forward/neutral throw. DO NOT oil up after back throw, since it leaves you in a position to be EX MGB’d in the face. Ultra I seems to be the preferred Ultra here. If you block a MGB of any kind, punish with Ultra I if you’re able to. 360K can catch Dudley’s command dash.
E. Honda

[details=Spoiler] Not an easy matchup. A lot of Honda’s moves are hard to punish, and his pokes are just as good as yours. HP headbutt can be punished by slide. MP headbutt apparently can be punished, but the timing is strict, and LP headbutt is of course safe. If oiled, attempt a 360P/normal grab any time you block a sumo smash. Ultra II seems to be the preferred ultra here. If Honda uses a HP headbutt from max range, Ultra. However, he can also fake you out by using a headbutt that won’t hit you.
Speaking of headbutt, Hakan’s coward crouch can avoid it. Coward crouch can also avoid the sumo smash, too(the “buttslam” half of it, anyhow). It can even avoid Ultra I! If you find yourself on the receiving end of sumo smash pressure, just block and punish for the most part. If oiled, punish with Oil Rocket. If unoiled, just regular throw or jab. Punishing the LK sumo smash is a bit harder to do. If Honda hits you with the first half of sumo smash(the jump), you blocking low should be able to avoid the buttslam so you can easily punish. Blocking the buttslam is very hard to punish when unoiled. When unoiled, just continue to block. Air throw can beat the sumo smash, but it requires good timing. Not Hakan’s worst matchup, but it’s still in Honda’s favor, I would say.[/details]

Coward crouch avoids a lot of Fuerte’s wakeup shenanigans. It avoids the Tostada Press, and it avoids the unblockable high grabs. I don’t think it avoids the slide, but that’s obvious. If you’re got ultra 1, it’s a fairly effective tactic against Fuerte when Hakan is on the ground. Also, coward crouch avoids Fuerte’s ultra 1. Hakan’s Ultra II also can stop a lot of his wake up shenanigans as well.

[details=Spoiler] A bad matchup for Hakan. Turtling Guiles can really hurt his game. You can of course use slide&followup to catch him whenever he uses a sonic boom, but that’s dependent on your current position. If you’re at max screen, don’t do a slide. If you’re three to four character lengths away from Guile, try it if you’re anticipating him doing a sonic boom, as it will usually catch him if he actually does use a boom. EX Slide will also catch most booms, but that’s also range dependant. If you’re oiled, you can do it from max screen(or anywhere else) and catch Guile. Unoiled, you need to be pretty close. EX Slide also avoids Sonic Hurricane.
If he’s turtling, I’ve had luck just oiling up, dashing up and using a 360 from max range. It can catch him, but most Guile’s will smarten up to that tactic and just poke you out of your dash. In that case, try a DNC poke, as it may catch Guile. DNC pokes can also be used to punish sonic booms, but it’s very range dependant, since sonic booms recover so quickly.

About the Guile matchup: it’s hard. Basically, thats all there is to it. I play with one regularly, and I’ve started winning more and more since then when I started.
Guile can easily keep you distant, so make your way slowly to the corner, keeping him there. Slide his attempted jumps, if you predict a boom, slide, etc etc. Where you really want Guile is on slide wakeup. From here, he’s dead. Cross him up with j.rh c.mk xx slide, to another crossup or a normal jump in. Guile deals terribly with crossups and this is no different; as soon as you land one slide in this matchup, make it count.
Aside from that, if you have trouble getting in on him, oil up when you get the chance (be wary of EX boom). From here, teach him not to throw booms with EX oiled slide. After that is established, the boom pressure will cease and is when you can get in.
If the Guile attempts to poke after booms, s.fp. It beats his c.mk, f.fp, and s.rh clean (or so it has for me). Don’t get crazy with that though; they’ll quickly mix up their patterns.
Try to snipe him for standing with f.rh or sweep (oiled or not).
If you can land it (which isn’t hard) after a forward throw, do HP slide only. No f.mp. This will take you farther to the corner, and set you up for a little mix up. He blocks, you grab him, and forward throw again. He flash kicks, you block, punish with c.mk xx slide or another forward throw. He throws (he probably won’t at this point) you’ll tech (or you could bait the throw, walk up and throw).
Also, c.fp is a pretty decent way to get in; not to mention ticking with it into ultra. Guile will quickly learn to fear a coming headbutt and will probably retaliate with something of his own such as a jab combo or flash kick; use sparingly.[/details]

Seemingly in Hakan’s favor. Any time she tries a Hayate when you’re oiled, do a 360P. It should almost always catch her. Your pokes are better than her pokes for the most part, so keeping her knocked down so you can mix her up will give her a lot of trouble. Don’t oil up if Makoto is standing and has meter, since EX Hayate can punish any version of the oil shower.

One thing to note about Rose is that her close.MK is invulnerable to grabs, so using an EX Rocket on wakeup is somewhat risky since she can just throw out a meaty close.MK. Other than that, the matchup is fairly even. The thing you’ll be aiming to do is to knock her down, and utilize Hakan’s good wakeup game against Rose. Rose doesn’t seem to have a very reliable “get off me” move like an SRK, so you must crush her on her wakeup. Other than that, Rose’s fireball seems to recover slower than other fireballs, so it’s very susceptible to Hakan’s super. Keep that in mind.
Rufus

A pretty tough for Hakan. If Rufus is pressuring you with dive kicks(and he inevitably will), there’s a few ways to circumvent it: If the Rufus isn’t triangle jumping, you can jump back.LK him, or use a air throw. Otherwise, you can use EX Slide, you can focus the hit and back dash(more effective if oiled), and you can use the cr.MK tech throw option select(cr.MK+LP+LK). Try not to let Rufus get in on you, since divekick pressure can mess Hakan up. If the Rufus decides to keep you at range with his pokes, DNC them if you’re oiled. You can DNC his cr.HP fairly easily if the Rufus likes to spam it at range. At max range, oil up. Rufus can’t do a whole lot about it unless you use MK or HK oil. Ultra II can stop some of the divekick pressure, but Rufus can also bait it with a very meaty divekick, causing the Ultra to whiff.

[details=Spoiler] Seth’s a pretty bothersome matchup for Hakan. It’s not terrible due to Seth’s poor stamina, but it can cause a lot of headaches. Using Ultra II is the perferred Ultra for the matchup, as once you have it, it can stop a lot of Seth’s blockstrings that involve the divekick/stomps. If Seth’s jumping away and using his j.HP, a well timed slide+body press can catch the j.HP from max distance, getting you into good position. If Seth’s using his tanden engine pressure, you can catch him with a well timed EX360P, I’ve found. If you’re at range and oiled, using a DNC(iI’d suggest f+HK/c.HP/c.MK) is a good tactic if the Seth tries to poke you with his far.HP, since it’s got long recovery.
If you block a Seth lightning legs, punish with a slide combo or a 360P/360LK if you’re oiled since it’s got really long recovery. The vortex game against Seth works pretty well since Seth’s teleport got nerfed. If the Seth does teleport, I believe you can catch him with a slide(whichever version depending on the teleport distance). Otherwise, bait SRKs and do the normal meaty normals/360P/DDT setups on Seth’s wakeup.
Unfortunately, if you find yourself at very low health and Seth has ultra II and uses it on your wakeup, you’re dead. I have not found a way to counter it, and I doubt there is a way you can. So, try not to get into that situation. [/details]

[details=Spoiler] Not a great matchup for Hakan, but there are some things he can do. If Vega ever tries a wall dive, coward crouch. It seems to avoid a lot of the moves he can do after that. With this in mind, it’s also hard to punish Claw sometimes. Avoiding a wall dive attack with the coward crouch can sometimes be hard to punish, even though it seems like an easy punish. When oiled, I believe you can do a 360P as it’s range is increased. When you’re unoiled, try a sweep if he’s close enough.
If he tries his backflips, there’s a couple ways to punish. If he tries the short backflip, punish with a well timed f+MP into slide+body press. If he does the long backflip, punish with a well timed HP slide. Even if the slide whiffs, it puts you up in Vega’s face where you can normal throw/360P/block. Ultra II is the preferred Ultra for the matchup, as it will catch anything he does off of a wall dive. However, Vega can bait it pretty easily, so only use it when you’re certain it will hit. Hakan’s LK Super(hit invuln) can also catch his flying barcelona attack(the followup of the wall dive) if it’s timed correctly. Other than that, play the match safe, use coward crouch any time he walldives, and aim for the knockdown.[/details]
Zangief

[details=Spoiler] Gief is a tough matchup. Not as tough as the likes of Honda or Guile, but it does require a lot of patience. Your main plan is to keep your distance, as Gief’s grabs will almost always beat yours. Your pokes are for the most part, better than Gief’s. Use his standing HP as your main poke, as it breaks focus and is an all around great poke. Mix it in with standing MP, c.MP, and f.LP. If you want to close the distance, then use f.MP/c.HP/f.HK. Use the other two at max range, since using them up close would be pretty unsafe against Gief.
If Gief is using any version of his Lariat from a distance, you can punish with f.HK/f.MP(being oiled up will increase the distance and grant knockdown on the f.HK), slide(any version will do, but preferably the HP version) or 360K. Slide and 360K are the best punishes for Lariat, since it opens up the Hakan wakeup game. If you block a Green-hand of any type, punish with 360P or c.MK into slide.
If Gief is jumping at you with j.MK, you can apparently stuff it with Hakan’s f.MP, but the timing is a little tight. If he uses a meaty double knee drop on your wakeup(jumping d.LK, I think), then it’s a 50/50. He’ll either use a command throw or go for Lariat, most likely. You can jump if you anticipate a throw, but Lariats will beat that. However, if you’re oiled up and anticipate a command throw, then use EX 360K as it’s got throw invulnerability.
Ultra 1 is the preferred ultra for this matchup, I think. Ultra II will catch his jumps, but smart Giefs won’t need to jump at you very often. Besides, your Ultra 1 will beat his Ultra 1 if you time it right. In other words, if Gief activates his Ultra 1, you can buffer your 720 right before the Ultra flash finishes, and your Ultra will activate. If his goes first, and yours goes second, you should beat his Ultra out. [/details]
