President Obama is beginning to curb police access to military-style weapons, vehicles, and equipment. In a series of rules announced today in a long-awaited response to the protests in Ferguson, Obama is prohibiting the federal government from providing select military-style equipment to local police. Other military-style weapons and vehicles are having their access limited, with requirements that police forces first explain in detail why they’re needed, obtain approval from the local mayor or other governing body, adopt basic policing standards, and agree to collect data about their use.

Banned items include “tracked armored vehicles, weaponized aircraft and vehicles, bayonets, grenade launchers, and large-caliber firearms.” Controlled items include “armored vehicles, tactical vehicles, riot gear, and specialized firearms and ammunition.” That still leaves access to quite a bit of military-style equipment — which the White House has argued is necessary, such as for responses to an incident like the Boston Marathon bombing — but it does limit access to some of the more extreme weaponry that police can obtain. Police will, however, still be able to acquire that equipment using state, local, or other funds.

“The idea is to make sure that we strike a balance in providing the equipment, which is appropriate and useful and important for local law enforcement agencies to keep the community safe, while at the same time putting standards in place,” says Cecilia Muñoz, director of Obama’s Domestic Policy Council, according to The New York Times. Obama ordered the development of these rules back in January, acting in response to a review of military-style equipment in police forces, which was created following public outcry over the surprisingly militarized police force that pushed back on protestors in Ferguson.

The new rules were developed by a federal group with representatives from the Justice Department, the Department of Defense, and Homeland Security. The group released its final report today, and Obama has instructed agencies to adhere to its recommendations. Regarding the prohibited equipment list, the group writes, “the substantial risk of misusing or overusing these items, which are seen as militaristic in nature, could significantly undermine community trust and may encourage tactics and behaviors that are inconsistent with the premise of civilian law enforcement.”

While the federal government is still allowing police to obtain some military-style equipment, requirements surrounding its acquisition is designed as a way to improve policing standards. Law enforcement agencies acquiring controlled equipment “must adopt robust and specific written policies and protocols,” the group writes, including policies that promote developing trust with a community, adhering to the Constitution, and using the equipment in an appropriate and supervised manner. It’s not clear how effective these policies will be — and it’s bewildering that some of them should even be necessary — but it appears to be an attempt to drive reform.

Police who use or authorize the use of controlled equipment will have to receive annual training on these standards. They are also required to create a record of every “significant incident” where controlled equipment was used, keeping those records for at least three years afterward and providing them to the federal agency that supplied the equipment upon request. While these are basic record-keeping requirements, they could prove to be a critical asset should issues with these weapons occur in the future. Already, there are broader issues with police record keeping, and this should at least track some police encounters with civilians.

Newly released video has revealed the dying moments of an African-American active-duty soldier who checked himself into the El Paso, Texas, county jail and died while in custody nearly three years ago.

Sgt. James Brown reported to jail for a two-day sentence for driving while intoxicated. His family said Brown informed the jail he had a history of post-traumatic stress disorder after two combat tours in Iraq.

Local news station KFOX14 said they fought all the way to the Texas attorney general to obtain video of the 2012 incident. The video shows something happened which caused Brown to bleed in his cell. When he refuses to speak with guards, a team in riot gear storms in and swarms on top of him, while he repeatedly says he can’t breathe and appears not to resist. His condition deteriorates, as he is carried to an infirmary, and has a mask placed over his face.

Toward the end of the video, after Brown has said he can’t breathe at least 20 times, he is left naked in a cell, not blinking or responding, his breathing shallow. Attorneys say an ambulance was never called. Brown was eventually brought to a hospital, where he was pronounced dead. Authorities claim he died from natural causes after an autopsy report cited a “sickle cell crisis,” but his family says he died as a result of his treatment in jail.

The prosecutor’s office is reckless endangerment counts to all six officers (all of them are already being charged for second-degree murder, manslaughter, and assault) and removing the false imprisonment charges. A grand jury has found probable cause to indict all six officers. All officers will be arraigned on July 2.

A Cleveland police officer on Saturday was found not guilty of two counts of voluntary manslaughter for taking part in a 2012 shooting that killed two unarmed suspects, the Associated Press’s Mark Gillespie reported.

Michael Brelo, who is white, was one of several police officers who fired nearly 140 bullets into a car occupied by Timothy Russell and Malissa Williams, both of whom were black and unarmed, following a police chase that involved more than 100 officers. Brelo was the only officer charged for the shooting, so none of the cops involved will be convicted unless someone else is charged.

The chase started over a misunderstanding

Police began chasing the car Russell was driving when it backfired by a police station, making a loud noise that officers thought was a gunshot. Investigators never determined why Russell didn’t pull over, although a crack pipe was allegedly found in the car.

The chase spanned 22 miles, more than 100 officers, and more than 60 police vehicles. It ended at a middle school parking lot, where police fired 137 shots into the car, hitting Russell and Williams each more than 20 times.

The prosecution in the case argued only 15 shots allegedly fired by Brelo weren’t justified, CNN’s Jason Hanna, Ralph Ellis and Greg Botelho reported. After Brelo’s colleagues stopped firing, he purportedly stood on the hood of the car and fired the last shots downward into the windshield, inflicting fatal wounds, Cuyahoga County Prosecutor Timothy McGlinty said.

Brelo said he thought the couple was armed, posing a danger to him and his partner. Judge John O’Donnell ruled that Brelo’s actions were justified because it wasn’t clear that any perceived threat was over when Brelo fired the final shots.

Under two Supreme Court rulings, cops only have to reasonably believe there’s a threat to themselves or others to use force, even if a threat isn’t actually present. This standard provides police with wide legal latitude to use deadly force, which cops say is necessary so they don’t hesitate during split-second decisions and get hurt or killed.

Five police supervisors were charged with misdemeanor dereliction of duty for failing to control the chase, according to the AP. Those supervisors are still awaiting trial.

I’ll comment more on all of this later, but on the cleveland thing, smh.

Let me first say, that after 13 of you firing into a car, how completely mentally unstable are you to jump on the hood of the car, and than fire 2 clips into the windshield. The worst part, is since they already killed them on a perceived threat before jumping on the hood like rambo, there isnt much they could convict him for that wouldnt just be a slap on the wrist.

They probably wouldve gotten killed if they pulled over too. If they didnt, they would have severely been beaten down, with their rights violated, but i guess they would live to sue the department. Honkys out here wildin. Maybe someone needs to do an actual drive by, pumping no less than 300 bullets into the police station to get a point across, and they can get murdered, and have their family feel what others have felt. I bet all those honkys cops families are backing them, and supporting them so strongly. Taking them to church every sunday, rather than shunning them for their behavior.

But violence begets more violence jimmy. Yeah whatever. Theyre not getting fired, theyre barely ever going to jail, and if they do go to prison, its shit time. So basically, a cop pulled the guy over at first at 1030 at night because he didnt use his left turn signal to turn left, and he had possibly saw a drug deal go down with the occupants of the car at a near by homeless shelter. The passenger in the car started yelling at the officer while he approached, and then they eventually took off, and the officer did not pursue, or report the encounter.

Than, fast forward 2 miles away, 2 officers were outside talking, and the previous car “zoomed” by them, and it backfired, which they thought was a gun shot, and they then took off after the car. After 22 minutes and 22 miles later, of evading the police, driving recklessly through parking lots, trying to hit multiple officers with their car, thats when they were lit up with 130+ bullets, and then the officer jumped on the hood and left off his 15.

What also escalated teh situation more was the officers following, saying they saw someone pointing a gun out the back window, and even reloading a gun.

Seems excesive, but technically justified as i figured due to the long police chase. Even if they made up the gun shit or whatever. He was still driving like a maniac apparently, and tried to run over some cops before smashing into one of their cars.

137 shots still seems fairly outlandish, as i cant imagine that after like 30 rounds or so the car was still trying to ram its way through, unless he was dead and his foot stuck on the gas. 137 shots is like some serious gunning down anime shit.

Ugh, its still such a large pill to swallow on the amount of shots. The jumping on the hood shit is stupid shit without a doubt, but theyre already dead now, so of course he wont be found guilty of manslaughter. But damn, everyone emptied a clip and a half about a piece into the car. I guess i dont have any better suggestions than putting yourself in harms way to be the hero who flipped the car and took them down without littering the car with 137 bullets, and that isnt expected of a person to do after a 22 mile chase with someone hell bent on escaping and or hurting whoever gets in their way.

I guess it was just a knee jerk reaction to respond in such anger due to all the shit happening, and the NYC case where this happened, except they did nothing but simply sit in the car after leaving the strip club, and then got gunned down with like 100+ shots, and the cops had the wrong persons.

Lesson to officers now too though. This knee jerk reaction from someone like me isnt a good sign. Thats a severe lack of distrust due to decades of bullshit in general, on top of personal experience, and the shit we see in the news seemingly on a weekly basis now.

I wonder if there is a video of this encounter with so many officers on the scene.
