You need the Euro version, since it’s the parent ROM.X-Men Vs. Street Fighter (Euro 960910) to be exact.

That version of MAME is outdated.
The newest KOF '98 ROM dumps will not work.

If you’re talking about the site I linked to, it’s for the official MAME build, so, no Online play.
But if you’re talking about MAME32k, you can play any supported game On-Line.

Both emulators work fine, but the online community collectively uses 0.64.

It’s the only MAME build were SF EX and Tekken are playable.
