It’s not even going to the soldiers, the aid is going to the elites, bet that, because the odds are in my favor on this. Even the military is defecting from North Korea now, due to malnutrition and lack of work supplies.
The only ones in the military (not top brass) that have it good right now is anyone on the border, as they take bribes from defectors to let them cross into China and turn their heads.
