BK’s were never overheads in SF4 if that’s what you meant. They were in the beta build of SF4.
EX specials taking 1 bar is kind of stupid, imo, I think they should have taken half a meter. She really doesn’t need the EX moves for her combos but they can expand them. From the game play vids we’ve seen most of her BnB’s don’t require any meter and she relaunches with just regular Seismo’s. She’s still a viable character without the need of meter with her mix up potential and with a good trap assist it should make her rush down really good. The way I see it the team composition for Viper should be something like this: Trap character to act as a battery, Viper for rush down and help the trap character lock down with her Seismo or BK assist, and a 3rd character who can blow that meter from a single mistake your opponent makes. I’m thinking back to the Duc Do days of Spiral, Sent, Cable where Spiral was the battery, Sent to help the lock down and Cable capitalizing a single mistake with 5 AHVB’s. I’m really hoping Lei-Lei is in the game cause she could easily be the 2nd coming of Spiral with her lock down game.
There’s a lot to figure out for team compositions for Viper. It really depends on how much meter she needs to blow to maintain offensive momentum but I don’t really seeing her meter management being that critical.
I know I’m repeating myself, but EX Thunder Knuckle is still worth a whole bar. ‘ignores projectiles’ almost certainly also means things like purification, dark hole, peakaboo, hopscotch, and molecular shield (maybe beam hypers too, dunno yet tho). If she has meter it looks like you can’t do any ground keepaway tactics from her without a huge risk of eating the combo of her choice.
I tested it and they were overheads on that build. Even made sure they weren’t just crossing up.
We tried FADC and got nothing on that. Focus is A+E, and that feints. However, there was the weird situation I explained, where I did a C.TK then feinted (trying to FADC) and stayed grounded while the opponent got hit.
so yeah, if you get a chance please test that feint window. Its just possible you can loop it, which would be hilarious 
They said you can only feint before the active frames.
And Kanta is saying that the opposite happened in actual testing >> Could be some error.
On whether or not EX’s are worth a whole meter, I think it depends on if they have decent invincibility on them. Since hypers seem to have little/no invincibility, it would be worth the lack of damage and warning cinematic if the EX’s had some invincibility to work with.
I kind of get the feeling that Viper might have recieved some nerfs before the final build. Unless Capcom don’t know what they’re doing (which would be a scary thought), I can’t imagine them giving her so many tools without realising how strong she’s looking. After all, Seth did say the Storm/Viper build is “the build you love to hate” which kind of indicates to me that they know it (namely Viper) has some problems. By the way she looks now, I could imagine her having the worst health in the game by the time February rolls around.
I actually get quite the opposite feeling. I think they’re designing her to be as strong as possible with balls to wall offense like how she was supposed to be in SF4. Thing is, in SF4 certain game mechanics and certain matchups can severely limit her offense and put her out of character.
Of course, this game and that game are different and if she only had the tools she had in SF4, I don’t think she’d be able to stand up to the rest of the cast in this game. Of course, I also see her having low or below average health, but the worst? No. I also can’t see her receive nerfs especially after Seth saying “broken is good, we like broken.”

This one-liner has absolutely nothing to do with what their balance policy is. I remember S-Kill saying @ NYC Fight Club '09 that “Sagat got buffed, and everyone was improved” for SSFIV. Yeah, right. If something silly like being able to feint a TK after it’s already landed is accurate, sure I can see her getting nerfed, or having such things removed. The style they design her tools in and what kind of effectiveness they’ll allow her tools to have are two completely separate issues.
But if the rumors about Phoenix/Dark Phoenix are true, I’m positive Viper’ll end up with at least more health than her.

Nah. Zero’s retooled moves give him mostly combo extensions. Viper’s tools give her situation answers and constant mixup on top of combo extensions. Viper’s tools have the potential to be a lot more dangerous.
