Both are bad, Capcom have yet to equal their 2D animation to their 3D games.
I’m not going to argue which dogshit has more glitter on it.
There are so many animations in both games it’s difficult to say who does them better.
But as far as character models go SFV wins hands down,with a few exceptions.
SF4 has some bad animations but some of it is also that the models are kind of ugly a bit. There are a lot of good animations in the game. But the goofy stylistics have people thinking the whole game is bad. Its hard to go back to SF4 Cammy after SF5 Cammy. Just the way spiral arrow animates in 5 is leagues better than 4.
But you also had Sagat hitting you with cr.hp which looked boss as fuck. Seriously just go back to 4 and pop somebody with that button. It feels like you’re hitting a fierce. The way Balrog looks hitting his overhead special also looks boss as hell. A good amount of the ultras are also on some top notch stuff.
The game definitely could’ve used better models. Make USF4 Turbo Edition with new better looking models, the frame buffer and the training mode from 5 and I definitely buy it.

I just wanted to say a lot of the SFV animations in those comparisons benefit visually from having lots of “post attack” animations.
Capcom didn’t really start doing consistently until the end of SFV. While it looks good, I fucking hate that. Then the attack is finished, so should the animation.
Most of those SF4 animations better match the frame data.
SF5 has good animations because everyone has 6 moves.
Remember different neutral jump buttons, different close , different command…

Alpha 2 Rose is c.MP c.MP c.MP c.MP c.MP with no prox normals and I love it. Adon didn’t get neutral jump normals until SFIV.
3S Elena is b+HK x 3 million and that’s cool too.
Yeah… I don’t miss having the buttons change based on context.
Animation in 5 is better because Capcom had 10 years more practice and more powerful hardware to work with.

Not only that, but it leads to really weird goofy situations with where the model stands when the animation is finished.
Take Rashid’s cr.hp for example. If you do it once, he’ll stretch forward, swing both arms and then reel all the way back to crouching. But if you hit the button and let him stand, you’ll see that he “takes” a step forward. Where the move ends as far as recovery goes and where it’ll finish animating are two different places. There’s a bunch of other normals like that where the recovery ends before the animation does. So if you either stand or hold down you end up jerking your character forward. Similarly hitting a button at the time where the recovery ends makes them do the normal from the forward position as opposed to the one they’d go if they’d finish animating.
