These things get planned in advance, and then either halted if sales are bad or expanded from the original plan. They don’t tend to get green lit very last moment.
Just a smaller season plan probably. The only other outcome is one huge update outta nowhere but I don’t really expect that.

And now she gets a Katt costume? That’s it. Buying Falke as soon as I can. Might even be fun learning a new character.
The other option is, that while the content is planned, the marketing may not have been, or at the very least not communicated clearly.
If we believe the stuff we hear about Capcom US vs Capcom Japan, then it sounds like both sides aren’t communicating very well, which results in confusing marketing/messaging.
Marketing goes as far as “have Matt make a trailer, drop it a tournament, upload it to YouTube, make a tweet.”
It’s not some long winded process that would push back character releases.
The most important question about that Falke costume is
How good will her forward throw animation look in it
Can it possibly top her battle outfit one 
This is a horribly evil idea but they would fund SF6 on the sales of Rose and Makoto unlocks alone. And at this point it would be one of the less offensively mercenary things they’ve done with the franchise.
Said differently, what they are doing has probably never changed. How they are presenting it could have had any number of complications.
I didn’t mean to imply it would change releases, but that the method for how they would communicate the plan was not handled correctly. For example, it’s very likely the “soon” comment was a result of miscommunication.
They could give unlocks away in happy meals.
Happy meals are the OG loot boxes.

Given the inspiration and how they seem to have executed it I think it boils down to: how much are you into the idea of that animation but with Falke in pair of skintight pants with a bit of fur on them and a tail.
Based on what I know of the internet, I think this costume will be fairly popular.
Not true. She needs to get at least another 2 costumes right after that one then we are good for waiting a couple of months.

Katt costume legit makes me want to play the game again. How does those extra battle costumes work? Is that the lootbox type shit?
But Menat doesnt have the forward throw that Falke does 
And Falke doesn’t have the Super that Menat does
