Simple answer is that no one is going to agree. People here even argue over whether Juri is borderline top tier or bottom tier. People can’t agree on how much of a barrier execution should be, or if SFA3 V-ism is desirable, or if Laura and R.Mika should exist. People can’t even agree on which existing version of Street Fighter is “best”.
And even if you actually created such a game to someone’s exact specs, there is still a decent chance that he or she wouldn’t actually like it within a few months of play.
Because you’ll get a C&D, have to admit to getting bodied on Twitter, and be forced to have your website take people to Capcom’s CFN website.
Realistically, the project would die even without a C&D. You’d be insanely lucky to find enough people with the dedication to actually complete such an undertaking, at least one that seriously tried to make “the best Street Fighting game ever” and not just “throw other people’s sprite rips and character work into MUGEN and call it done”.
Since we were on the subject of stage sizes, just wanted to point out that I believe SF4 and SF5’s stage sizes are about the exact same size
Their training stages both are 20 large “blocks” long, with only 16 “blocks” that characters can actually occupy. Characters standing on these “blocks” occupy about the exact same amount of space between both games. And while I couldn’t get exact numbers for who has identical walkspeed between IV and V, SF5 S4 Cody and SSF4 Guy seem to have about the same walkspeed and the opponent ends up in the corner at about the same time if you have them walk forward at the same time.
Obviously this is just me eyeballing things so it’s not a perfect number-by-number comparison, but if you were fine with 4’s stage sizes, 5’s should feel similar, or even smaller with how ridiculous corner carry can be.
I always liked the idea of kicking out the SNK characters from SVC Chaos and having a fan-made SF game based on the remains.

Akuma and Chun are so good in this game. I hate the way SNK butchered the Four Heavenly Kings though. Sagat especially is mediocre.

Well, I snatched that shit and won the set 2-1
It was joke base on what happened to Souljaboy. He got a C&D, admitted to getting bodied on Twitter, and his Soulja Game website directs you to Nintendo.com
The only thing better than breaking a streak like that is winning the set overall. If you break the streak it could be seen as just a fluke but when you take the set overall it pours a wee bit of salt in the wound.
