What makes an fighting game appealing to watch and boring to watch in your opinion?
As far as appeal goes, probably personal familiarity, tense back-and-forth, and flashy attack sequences in that order.
Like, I can barely watch Smash because I have little familiarity and can’t casually understand the options as far as attack and response go.

If I were to try and be deep about it, I think the Crush counter system and V trigger is a problem for viewership.
To elaborate:
Crush counters are a really weird mechanic in that a lot of the time, you didn’t fully “cause” it to happen. While there are plenty of CC situations, sometimes they just happen and another player explodes out of nowhere. This is bad because even to viewers, it doesn’t feel like the players “caused” it.
VTrigger, is way to strong for many characters. To the point where the match often feels like it hasn’t really started until they go off. The reminds me of the jokes about only the last 2 minutes mattering in pro basketball. On top of that, some VTs are super strong and their isn’t much that interaction there. To use my character, when Kolin VT2 stuff starts happening, is there really a fighting game being played anymore? Or are dice just being rolled to see who explodes.
I realize I am over simplifying both items here, but when watching the game that is what I used to see before I began learning the game. To be honest though, I don’t dislike watching SFV at all.
As DOA is inspired from VF the characters are generally always going to fight with their hands and feet minus certain specific move exceptions. I guess you could say Alpha 152 is pretty much a living sword lol

The first rule of watching fighting games is every fighting game is not exciting enough/boring to watch for someone. Stream monsters can and will find any and every fighting game boring to watch. Even specifically certain type of characters are boring to watch.
SF4 twitch chats would regularly have “Bore Fighter IV” written in them so its not like everyone and their mom found SFIV super amazing to watch either. SFIV was a lot like CVS2 where unless you were playing Morrigan or Iori the game’s pacing was rather stiff and a lot of win by papercuts until you get enough meter to damage dump. SFV’s pacing is a lot more like 3S or A2. Lots of quick oki, ways to damage dump, whiffing normals is a regular thing and movement through neutral.
A lot of it is contextual or what you believe is interesting. Like Marvel and Smash are both games that if you like the context of them you’ll like them or just like how fast paced they are you’ll like them. They’re also both games that if you don’t agree with the context of you’ll probably not like watching them very easily as well.
SFV is kinda designed like Marvel where it’s made to be “forced exciting” to watch with V Triggers, high meterless/one meter damage dump off heavy buttons, fast dashes and supers that hurt really bad, but to me its basically a lot of the same stuff that makes 3S engaging any ways just a little more accessible. I went from falling asleep during Evo Japan Tekken top 8 to getting huge adrenaline rushes out of most of SFV’s top 8 so works for me.
Now that SFV is more fleshed out there are more types of styles of play that are useful in tournaments and it’s always fun to see characters like Kolin do work. Characters that focus on psychologically stopping you from pressing buttons which is akin to 3S. Plus your hard zoners like Guile and anime zoning like Menat.

If I may disagree here (again with the caveat that I do like playing/watching SFV).
I thinks it’s that “forced exciting” that’s the problem, that gets stale really fast. To use an analogy, it’s alot like a linear shooting game (ala CoD), the first time you see the big set piece it’s super cool and exciting, but after a few times that excitement turns to a shrug. I think SFV often pushes too hard in the “forced exciting” direction and it doesn’t work great for repeat viewers.
I just don’t like anything kiddy.
Smash brothers ,Pokken and Arms are definitely out for me. (Nintendo fanboys get on my nerves too thanks to one of my friends who’s a massive fanboy)

For me it comes down to familiarity, volatility, and frequency of player interaction.
I’m of course going to enjoy watching games I’m more familiar with. But I also like learning games in general so if I can pick up what is going on enough to appreciate the interactions in a match I’m a lot more invested.
Volatility might not be the right word but it is what came to mind. I tend to enjoy games more when the mechanics allow for swings in the game. This is also more mechanical for me than player driven; players will often try to pull things back from the bring regardless.
An example to me is SFV: the VTs are baked in swings so they aren’t very exciting to watch for the most part, and if those don’t work you end up with a match where the other person is in a super hopeless spot (coming back from being down a bunch of life against someone with 1/2 potential VTs and/or CA isn’t impossible but largely plays out the same way).
Frequency of player interactions are the biggest thing for me. The thing I find the most interesting is watching the players interact and try to out think/out perform each other. Games with consistently long combos make me dial out because at that point I feel like I’m watching with the somewhat cruel hope that the guy/gal drops it. Which they usually don’t because the game is often based around that so its a lot of one player fishing for a hit that turns into long solo sequences, back and forth. When anime is at its worst its a lot of this.
I get a lot more excited seeing that someone made a really hard read that paid off or otherwise did galaxy brain shit than watching the same 85 hit combo play out for the 7th time this set.
No one game hits all those notes perfectly but a lot of ones I watch frequently do.
SFV has hard baked comeback mechanics which can be a real drag but I’ve absorbed a lot of info about the game and the players very frequently make it interesting to watch (even if the game itself isn’t always doing them favors). Also even with it being anime’d up a bit it is still SF so you get some matches with good back and forth.
Tekken I know the barest minimum about but at least from my viewing there is a lot of player interaction going on in a match and you can get some really volatile rounds that can make it hype to watch.
UNIST I know a decent bit about, the combos are short enough that I don’t get too bored, and there isn’t a forced comeback mechanic, though the game is defensive enough that sometimes you get “its all over but for the crying” rounds but slower.
KI was another game I liked watching. I knew a decent bit about that game and the way the combos played out both players were still interacting with one another (barring CBs and lockouts) so I didn’t mind watching someone punch up on the other for a long span if it worked out. Biggest thing for that game was I dropped off it so ended up not following anything for it after S3 or so.
