Different supers could have very interesting effects, but I’m almost certain that if down, they wouldn’t be worthwhile. As they are they are incredibly balanced around certain factors that I don’t think capcom wants to mess with.
Case in point Urien,chun and akuma:
Urien CA is an AA and lacks horizontal range. This majorly affects him in 1 basic aspect… he can’t cr.mp xx fireball>CA and have it hit. The only time this ever works afaik is character and cancel timing specific and Need’s to be point blank. It basically doesn’t work.
Now add on that Urien has a multi hitting CA makes it easy to v reversal against round ending chip. Now also add it’s fast startup.
Then compare to Akumas super. Akumas super has more range and poke xx fireball xx super is a very reliable thing so it’s a good damage confirm. Akumas super is also an AA super, and it’s one hit and harder to punish on block than uriens. However, it is super slow startup. All in all it’s much better than uriens, but uriens has some aspects that are good.
If they gave akuma a new CA, in order to justify it it would need to be faster than his current one, and either have more horizontal range (not gonna happen) or damage. So akuma is one character that would greatly suffer from multiple supers because his current one is top tier in most aspects save for range and startup.
Urien however could get a super that could be much better than his current one. It could be slower startup with more range and only 1 hit so a better chip out move. It’s range could make poke xx fireball xx ca a thing.
Bit to balance this out you more than likely need to nerf this supers ability to (Big Bang combo) uriens cr.hp xx airfireball xx tackle xx super combo.
The second super should either suffer greatly reduced damage when juggling, or no damage at all. The reason is obvious. If the second super does what the first super also does, yet is better in every way save for fats startup, then the first super is rendered obsolete. Yet making the second super worse in the Big Bang combo gives it utility, while taking away the biggest meter dump combos Urien has. So an actual choice would need to be made. The direction would be interesting. Urien would have an anti fireball threat with super 2. With aegis combos Urien could still get trigger into super for decent damage, but if Urien wants tha one close out move, he would need ca 1.
Chuns super lacks the AA component that Urien and akuma supers have (thoughyes she can sometimes use it as an AA, but the situation doesn’t come up often at all) however chuns super combos from poke into fireball into special easily. And chuns super is fastish startup. But its a multi hit super so that weakens it’s chip factor. It also goes through fireballs but lacks range for a move that does this.
All in all it’s a weak super. She could use a buff to it, or simply a newer super. This super would of course, be kikosho but kikosho only really improves over her first super in one way: it’s an AA super.
So a different super would need to be worked in, or kikosho would need a massive overhaul to be 1 hit, short range and AA.
The one good thing is both supers would have a place. Chuns cancel range is short so even a short range kikosho should combo from most of her cancels. But a short range kikosho would have no anti fireball properties really.
Or you could just sit back and continue to zone?
I mean they still have to come to you if they want to win, otherwise you win by time out and they have to get somehow around you shit if they want to win.
What forces you suddendly to get close an opponent, when you have space, time and health on your side?

Oh and my last thing on the no chip kill thing is when it does work well it creates very unique type of comebacks that wouldn’t otherwise be possible.
This comeback was very unique, very honest and couldn’t be done without the mechanics working the way they do. Sure after this match you’ll probably have another 500 matches that are just v trigger dump comebacks, but the fact that Daigo was able to make all of these sequences lead him to a win with just v reversal white chip and holding out during a long poking and tech throw sequence vs Problem X was amazing. Plus something you wouldn’t be able to see or get with normal SF chip rules.
Under normal circumstances Problem X lands the EX stomp and round is over. Typical match.
Of course not surprisingly, Daigo is the ones that is able to utilize the way the game works to make this comeback that is again unique to him. It don’t matter what the rules of the game are, Daigo will find a way to make this magic work and it speaks to when the no chip kill thing is strategic and fun.
Also brought out the most adrenaline pumped reaction I’ve seen from Daigo in a while and full standing ovation for a round that didn’t even end the match.

Because blocking fireballs builds v meter.
The problem with chip is more the guts scaling algorithm. How often can you subtract 15 different numbers and get zero?
