Mika is a pretty strong character in this current patch tbh
Yes, she loses badly to all of the top tiers, funnily enough Akuma is possibly her best MU out of the top tiers but nonetheless. Mika still have the Mika factor that will let her power through the hard MUs.
She is top 10 IMO. Certainly a tournament viable character. The top 10 are
Cammy - Guile - Menat - Akuma - Ibuki - Kolin - Rashid - Abigail - Mika - Urien.
I believe these are the best 10 characters in the game at the moment.
I have the same list just swap Kolin for Necalli. Birdie, Kolin, Balrog, Sim, Karin, Sak, Bison would probably be next.

My take on 3S is that there are a few low tiers that are legit way worse than the worst in SFV. Like Sean is so bad that he should be banned because he is literally just that bad. Like you should be told not to use Sean just incase you dont want to shoot yourself in the foot at an event. Twelve is slightly less bad at being bad, but he’s still really bad and you shouldn’t use him (other than to be annoying and funny).
Japanese also do team events and previously did 1 match, single elim tourneys which can kind skew the results of matchups. US mostly had top 3/4 winning because when you play multiple games lower tiers just can’t hang for as long.

No hand shake, Indestructible theme, Phenom has gone full heel.
If she gets in it’s bad, but you at least have a slow, but very invincible EX reversal and a real v reversal that pushes her back far on hit or puts you at minus 2 to fish for another EX reversal.
Main thing is she has much better neutral control. J.MP, PP, c.HP and EX PP control her air game much better than Menat can. While still having good buttons on the ground that she can’t do much against as long as you space them right like s.HP and f+HP. Which s.HP if it hits can actually go into EX KK and start set play.
Menat doesn’t really land anything on Ibuki that goes into damaging conversions other than V Trigger. Which is why Ibuki doesn’t really care what she gets hit by from Menat as it’s all just small pesters before she gets in on a character that has no real defense.
