The tools you mention are all good to have in a vacuum, but in the context of V’s metagame aren’t enough to make Ryu a good character

Metered reversal+3f jab is a great package to have and makes Ryu’s defense well above average… BUT defense as a whole is weak enough in this game that having good defense is less important than having ways of forcing offensive situations yourself or avoiding the up close game entirely via strong neutral

His dash is great in terms of speed but a dash-in is only as scary as the mixup you can force afterward and there Ryu falls short in comparison to tricky scumbag characters like Ibuki or characters with a better throw/shimmy game like Cammy. (It’s also possible to stop Ryu from dashing in the first place since his CCs won’t deter pre-emptive jab checks in the same way somebody like Necalli or Urien can).

Invincible AAs will never be bad to have but they are a lot less scary when your ground game is as weak as Ryu, since you can’t force people to jump at you as easily.

His fireball just isn’t enough to compensate for the other problems with his ground game (such as short normals and weak CCs) since so many characters have good anti-fireball tools. Guile doesn’t run into this problem because of his V-skill and most other fireball characters don’t count on their fireball as much as Ryu is intended to.

Ryu’s good damage is his saving grace and the reason you can still do well with him at anything below a pro level. But you need to find ways of reliably landing that damage in a match or it counts for nothing - and plenty of heavy hitters end up low tier in FGs since they’re so bad at finding those opportunities.

I have the search function set to 3-5 bars. And yet I get so many laggy games. Just today it connected me with someone where it was literally a slideshow. It also seems to get worse and worse as a match goes on for some reason.

I always set it to 4-5, with confirmation.
It usually works fine, but sometimes it gets laggy (even with people that I usually play against) and nothing helps - restarting the game or router does nothing. If that happens I just stop playing and try again in hour or two.
Not sure if it is my internet or something related to servers.

No strong, pressure, zoning or mixups, mediocre VTs (imo VTII is terrible, it’s really easy to bait a parry and get a fat CC punish), mediocre normals.
His only saving graces are his mobility (still outclassed by the real fast characters) and good damage, you could pick Guile and do everything he does much better.
Imo this lack of real options makes a lot of online Roos play like rabid dogs: f.dash into low confirm/throw, st.mp> st.mp, Solar plexus into lp.dp and many many jumps. That’s why I think he’s a terrible character for beginners.
Now, Ryu is actually n easy character to win with at lower ranks, at that level most people (myself included) have a lot of trouble controlling their own characters, let alone keep their opponents in check and since Ryu is simple to play and can dish out quite the damage with a simple combo he can be a problem for inexperienced players (and to some degree even for higher ranked ones)

Can Cody fight Menat? This looks rough:

To sum it up shortly for you. No.

He loses overall, but has specific things to fight her better than other characters. One of the best being an EX fireball that travels slowly in front of him that she can’t reflect. Packz doesn’t really have too optimized of a Cody which doesn’t help.

She can reflect Sweeps

EX fireball can’t be reflected. I guess one thing people dont know about Menat is that her reflect priority is very low. It only has priority to reflect vs non EX/trigger fireballs. Which is why she can do good vs Guile as he has to resort to EX fireballs to immediately threaten her with a projectile (and EX doesn’t occupy space very long). Falke does a little better vs her once she activates trigger as she can’t reflect trigger fireballs. Cody’s VT2 rocks from what I’ve seen can’t even be reflected by Aegis which is better reflect priority than Menat’s reflect (just frame straight rock goes through ive seen).

Even if EX tornado could be reflected it’d still be good as he can follow it like Chun’s EX fireball and would be able to bait it. Regular tornados you can space to make it difficult for her to reflect without risking taking a jump in or trade.

Who were seasons 2 top tier? Rog,urien,akuma guile Cammy?

Top 4 I say was about Ibuki, Akuma, Rashid, Karin. Karin was arguable though as she has rough matches vs other prominent big boys like Birdie, Gief and Abi. Top 3 was for sure Ibuki, Akuma, Rashid no debate.

Then under that was like your Birdie, Guile, Urien, Cammy, Rog, could probably throw in Laura stuff like that.
