Gouken don’t even resemble shoto design outside the fact he has a fireball, that’d be like saying Laura a shoto cause she wears gi. He’s like his own unique take on zoning.
He’d need some redesigning in V, but his normals in IV are basically V normals lmao.

OK so I figured out how to record the replays. Alt+ F9. But I don’t know how to pause recording so ya"ll gotta bear with me as I manually load up each replay. Lol.

Point out where I called him a shoto. I said he was related to Ryu. Still another karate man throwing fireballs. Sagat isn’t a shoto but there sure as fuck are some similarities aren’t there?
Urien has his charge multi angle fireballs.
Kolin has his multi angle parries. Ryu has two parries of his own.
We have several characters with flip into followups.
That leaves what? His palms and weird aerial tatsu? He sure ain’t getting safe sweep or a normal throw that juggles.
Like i said we don’t need every damn karate man in every game.
The only characters that I think should be in every game are Ryu, Ken, Chun, and maybe Gief since he is the grappler in Street Fighter. Everyone else will survive being absent from a game here or there.
I thought about Akuma but honestly I don’t want 3 shotos in every game, especially if he’ll just invalide the former 2 like in V. I think 2 shotos, the most iconic grappler, and the most iconic female character are a better base to build on.
Like I personally would be fine if we only had Ryu as a launch shoto, but that’s not a reasonable expectation. It’s like asking for Mortal Kombat but no Sub-Zero.
If you have one shoto, you don’t need to worry about the “obsoleting” problem.

I’d rather Gief be retired. I have never thought he was a particularly well designed grappler. Do a grappler with a more varied and interesting toolset.
