Probably because SNKP of America is such a poorly-run, low-budgeted company. They outsource most if not all of their projects I believe; only giving them their finishing touches at the end. Delays are the name of their game, look at how it took KOF XI about a year-and-a-half to come out in the U.S after being released in Japan…comp for the game was dead by then!!!
XI took as long as it did because of SCEA.

VGC is pretty a pretty legit source, but what is it with that random release date that no other site seems to have? Unless I’m misinterpreting it and it’s really just the date at which they will accept pre-orders, which would be stupid. Notice how their listing includes 5SP! Their price is $19.99, though they do charge that amount for all of SNKP’s compilation titles, so the general price might be $14.99 as well.
I hope it’s for real, and I’m praying to god that it’s done well. The artwork sucks dick, though!

Anyway, I upgraded my PC so now I can play SS6 on it as well. With that, I started updating my SS6 guide (I do it in Excel, then when I release I usually save it in html format.
