I find something wrong with this. There are characters that are always unlockables in capcom fighting games so i don’t think they’ll stop here.
Okay, so you didn’t like them personally. That’s not a case at all. Sure, Shuma and Jill were money grabbing, you can argue the alt costumes are money grabbing (but so are ASW’s alt colours in this argument), but you’ll have a really hard time arguing to anyone that AE is more money grabbing than CSEX, especially considering you get no discount if you bought the dlc characters the first shot around (like every TO would’ve had to).

Who cares if alt costumes are on the disc or not? They’re a donate button. That’s the best kind of DLC if you’re going to include any DLC. You could support continued development of the game without feeling like you have to have the DLC to keep up. When it comes to ethics a DLC costume on the disc is much better than a DLC character not on it.

IIRC Marvel didn’t want Shuma in unless he was a DLC character for some reason. But I’m not the one to ask, I haven’t paid much attention to that game. The development teams between that and this are visibly different.

Didn’t capcom also say the same thing about TvC and then Yatterman-2 showed up being unlockable.
“Playable at launch”, meaning characters already unlocked for you. Then you play story mode or whatever and unlock the other characters. Or not. Nobody knows.

Thing is who would be unlockable then? Everyone we have talked about has been confirmed as Vita fodder. The only others from Lupinko are R.Mika and Soldom who both have pretty strong proof about them being in the game. I really doubt unlockables.
