No for real, the capcom character design is just goofy. Even the “evil” or “serious” chars have way over the top storylines and backgrounds. If you don’t get the capcom humor probably any nation could be offended by one of the characters in the game. Their design is just based on national stereotypes, prejudices and stupid jokes.
I for myself really like the the goofiness. El Fuerte, Rufus, Dan, Honda, Zangief, Blanka, Dee Jay, Hakan, Ken, … - all of them, and yes I even like Hugo.

Fizzywoemac, good show, good show. While I don’t like super over the top characters in SF (not that I don’t in other games though), I respect your genuine love for Rufus. Not cause of his tier status, but just the sheer joy of playing him and his character design. Why everyone should pick their character.
