I like him but the CA is shit
His lower body is not spinning though, the tornado is spinning around him (you can see the silhouette of his legs hanging there). He only ever moves his legs for the final kick.

His personality is interesting. When he jumps he says “Yahoo!”. He seems to have a playful personality. I hope he can be serious though too.
If I were going to nitpick I’d say the last hit of his CA could use a little more “impact” (I think it’s cool how he legit resembles a genie though), this motherfucker says “yahoo!” whenever he jumps off the wall and his overall English voice is ass… All that means is another character I wont be using English VAs for though.
