Based on the video in that SRK front page it looks like the options are there and with the game being updated so frequently I can only imagine they’re going to get better.
Just wanted to say that this point is pretty dubious. PC form factors change drastically. There are pc’s out there smaller than the ps4 that can definitely out class its performance. They do tend to be more expensive for sure. Now whether it would be a good idea to use them is definitely a valid concern.

I think the argument is are there PCs/laptops that can run SFV well enough for a tournament that are small or smaller than a PS4 that are 350 dollars or less off the shelf? I think the answer to that is, not likely.
Run to the store, get a PS4, have something pretty portable that can run SFV. No custom building, no searching around on the internet, no worrying about shelling out a bunch extra so it can run the game at 4K 125 FPS while simultaneously being able to run The Witcher 3 at 1080p 30FPS on a second monitor…just get the PS4.
Just tried it on one of my older PC’s with a 6 year old or so Q6600 and 3 year old GTX 760 and runs solid 60 fps on 1080p all med settings, looks exactly like the PS4 beta graphics looking at them side by side.
Borderless creates input lag and uses Windows vsync still I thought?
Anyway though this beta has no vsync option and I think Capcom finally has the PC/PS4 running at the same speed and same lag both with PS4 vsync and PC vsync on, so I’m good.
Building a custom PC right now… The struggle is so real for parts at a good price… I should have everything I wanted though by next week… and about 400 over initial budget.
Fucking sucks.
Badly optimized so if your computer isn’t state of the art, you have to put the graphics settings on playdough level.
Also apparently they do not have arcade sticks in Japan, so they couldn’t test if they work, so tons of people can’t use their sticks unless they use 3rd party software like XPadder.
Runs smooth on a mid range PC, has some frame rate hickups that I also noticed on the PS4 one this beta even just training, has some menu and select screen fps drops for no reason, no crashes yet, needed to use x360ce to get my arcade stick to work. Some matches were pretty damn good some were super laggy and a few felt like I was playing someone playing on a toaster and my frames had to match theirs or something and it was like slow motion.
Well you have to give SFV a pass since it’s still in development. I think they should have better prepared for this, but it’s passable since this would be a much worse issue at launch than a beta bestowed on the public.
