Im not sure where the shot hit but I would not try to treat a non through-and-through chest wound while I would apply a tourniquet to a bleeding distal wound.
First, i’m sure there might be some policy for cops about touching wounded from their weapons. If the person they shot does die before EMT arrives, they just contaminated the scene and possibly implicated themselves by leaving forensic evidence on them.

Yeah, i was gonna post this in the lounge early this morning, but i was like, eh, this isnt a story. You cannot walk around waving what appears to be a real gun at people and in general, then appear to go for you gun when they roll up, and not expect the worst case scenario to happen. I think the 911 rep should have informed the police that the guy who called in said he thought the gun was fake, but officers would not respond any different these days. Maybe at one point in american history they would if you told them that, but now, you can tell em its fake, and they will treat you like an armed terrorist, and for good reason. Times have changed.
Now, them rolling up on someone who is armed like that is the most ridiculous A-Team shit ive seen in a while. Like, you two were in a fucking car, got a call about an armed black teen in the park, and you drive up on em, stopping 5 feet from him to initiate contact? That made sense to you?
Look, the police could have handled it better, because if they didnt run up like extras from expendables 4, maybe they could have de-escalated the issue from a distance, while still protecting themselves, and others around them if this person decided to go off on them. First of all, the fact they don’t know first aid is appalling. I’m dead serious. I went to bootcamp and before we even **touched **a REPLICA (Not even that, but the FIRST WEEK THERE we were taught that shit) of any sidearm we were taught first aid and practiced that shit.
Secondly, they touched the kid ANYWAY after the FBI agent came to give the kid first aid, so there goes that “procedure/policy” (known of which is anywhere to be found, and they even did some things backwards like take cover behind the car…AFTER ALREADY SHOOTING HIM).
Everyone involved fucked up. Dispatcher fucked up majorly. Cops fucked up. Kid fucked up, but lost his life because several people couldn’t do their fucking jobs properly.
You know the sad thing? They couldn’t even do the decent thing and admit their fuck up by telling the truth. You’d still have people mad, but cops are human too, there was a rookie on the case, mistakes were made, own up to it and apologize to the family, and hopefully he learns from it so he and the department take steps to insure it never happens again.
Instead we have the motherfuckers who are supposed to protect us lying, trying to cover their asses, making no changes, and slowly but surely eroding everyone’s trust in them. And those people who live there and in other places where this goes on is supposed to respect cops? How the fuck are you supposed to respect someone who lies to you!? We’re all trained in CPR at work and are told from the get-go that it only has a 5-10% success rate, bullet wounds notwithstanding. You still do it though.
With the current rules, you do it immediately, continuously and without assisted breathing to the rhythm of Stayin’ Alive by the Beegees (true story).
That said, statistically, you’re most likely to have to save a family member or a loved one if you take a first aid/CPR course, so if you haven’t already, make it your new years resolution to do one.
Anyway, on topic:
These guys seemed seriously undertrained. The initial engagement was dreadful and put both sides in a bad position. The kid had no choice but to be frightened and the police officers immediately put themselves both at risk and on the offensive. They gave themselves a reason to react the way they did, whether or not it was deliberate doesn’t matter.
