They’ve stated they didn’t want his grave to become some sort of martyr item or important place, and there would be issues with how to bury them. That makes sense. And cremation and other items were against Islamic law, burial at sea wasn’t. Plus it was the Navy that killed him so there isn’t a need to get conspiratorial here.
