I agree, I think it’s a combination of the artstyle AND the animation itself, so it’s not “ridiculous” like the OP said, it’s just goofy stuff done wrong.
Oh my… I didn’t even know that was in the game… The artists took the level of detail from moves looking powerful and making Q’s coat looking great to… wrinkly old wizard testicles…?

If there are people who can hate a masterpiece of storyline intrigue and gameplay complexity like C.Viper, then I guess you’re allowed to like R-… Rufus. And El Fuerte.
Both are legit SF chara designs, both are hated mostly for reasons not related to chara design, or related but about average audience tastes, not quality
Elf: hated because moveset, stereotype luchador (wich is NOT a flaw, specially for SF), goofy personality
Rufus: hated because ugly, stereotype obese murrican/biker/McDojo (wich is NOT a flaw, specially for SF), goofy personality
I take both in SFV instead
Sean: don’t need another shoto after Ryu/Ken/probably Akuma. I know they can redesign to make him 40% different, but i take a char 100% different over him
Ingrid: the less lolishit in SFV the happier i am, if i was the one that chose Karin fill that role and the cast can move on
Maki: not bad itself but redundant as another kunoichi after Ibuki, another jap girl, another blond jap girl. Variety please

So you’re an advocate of Rufus and ElF on the grounds that, despite their lack of visual appeal, they bring something different to the table via gameplay. But that goes right out the window for another interesting character, just because of her appearance.
Sakura’s got more going for her in the originality department than Sean does but her appearance gets her the boot too. Do you see why I said what I said about you being spiteful?
I agree Sean isn’t necessary in SFV but I was talking about you claiming to favor Rufus/ElF’s design over most SF3 designs in general– not because they fill a unique gameplay niche. If we’re talking about a lack of redundancy then I agree that ElF is definitely worth mentioning, but not for any good reason, lol.
Ingrid definitely has something to bring to SFV but I don’t see it happening because her story aspects demand too much attention, and could convolute what’s happening (Illuminati wise) in SFV. To add her, they’d have to ignore who and what she is, and that would suck (IMO). As I care much more about the origin of Psycho Power and her superiority over Bison than I do about the fact she’s some cute, long-haired, leggy ballerina in pantyhose… who probably smells really good.
Maki, I would’ve taken over Ibuki but it’s a bit too late for that, since Ibuki’s already confirmed. Spilled milk.
Juri, I’m indifferent to but I guess her fighting style combined with her personality makes her a prime choice.
Sakura has almost nothing to offer me story wise but I’d take her gameplay over Sean’s if Capcom doesn’t give him a sharp makeover.
Sean’s best might be behind him. His sister just got here and she’s already more valuable (gameplay wise) than he was when we last saw him.
I’m a Rose fan but if Capcom isn’t willing to take a chance by adding more flavor to her gameplay I wouldn’t mind her sitting this one out
(making only story-related cameos wherever necessary).
Viper? Sign me up. She’s about the only character in the SF series who could have their own single-player game. Like a combination of Bayonetta + Metal Gear Solid. It’s been 7 years. Capcom is sleeping.
