There are definitely arcs you can skip… Non-filler ones, too. The Davy Back Fight arc is just silly fun without much consequence up to the aftermath. So skip to where they run into Kuzan afterwards. That’s the only bit of character/plot development you’ll see in that arc, but it’s a GOOD one, so don’t miss it. Not to mention that it introduces a bit of a fan favorite.
I can’t think of any other non-filler arcs that really could be skipped, though… Pretty much all the other ones introduce stuff that’s worth remembering later, or let you get to know the crew. The payoff comes later. Granted, it takes at least twice as long to watch an episode as it does to read a manga chapter, so…

Allergies just kicked in a few hours ago. During the Bellemere story. I’m convinced that maybe every character in this series had a fucked up childhood. From what I’ve seen so far, I don’t question their aspirations or what any of them want to achieve. I kind of understand now why show puts some people in a weird spot. It initially looks so goofy at times, besides when the real fighting happens. And the story is actually good and motivated by more than, “I just want to be pirate king.”
Also didn’t know how to feel about Luffy. I was really wondering if he was retarded or had a mental illness. And not like Goku dumb, Luffy’s dumb is something different. But I’m starting to really think this dude is badass and even borderline clever on how he approaches situations and people, especially his fighting IQ. Which isn’t dumb luck like I thought. I know it gets much better later on, and I really couldn’t see at first how dude could be likeable. But now I’m witnessing it. When he put that hat on Nami’s head like, “Yo, I got this…” and everybody was posted up on some soldier shit I actually rewinded that part.

Hmm…I think I’m becoming a fan to this show and don’t really want to skip…any eps. Even filler. I’m on episode 40 and will just probably watch all. Shit is thoroughly growing on me. I just hate fucking Hulu ads!!
Yeah, that’s not even the worst example in this series.
I wasn’t a big fan of Luffy either in the beginning (Zoro being the archetypical badass ‘n’ all), but after the Alabasta Arc Luffy became my favorite character. That arc truly defines the Luffy and the series imo.

Some of the crew get moments to shine but it ain’t over folks. Yeah, looks like CC was not even close to being the final enemy of this arc which just makes things more exciting on the man we suspect might be.
