Zoro cut down 100 of them back at Whiskey Peak and now a days bounty hunters stay regulated to movies and anime filler, because you get more money or power either selling out to the Marines or being a Pirate.
But who knows, maybe the former CP9 will turn up a bounty hunters down the line, they donāt seem the sorts to go pirate even after their cover side story.

Back in the beginning zoro was a decent bounty hunter solely because he lived in the weakest sea .Zoro was talented but he didnāt face a lot of top comp or swordsman at all during his time their .Closest he had to a decent swordsman was Hatchi .The shichibujai are essentially bounty hunters they hunt pirates for fun and for work .They just arenāt allowed to have crews .
Blackbeard was allowed to join while having a crew. The World Government was probably desperate too.
What about Hancockās crew? Moria, Doflamingo and Crocodile technically had a crew also. I donāt think not having a crew was a requirement at all.

Remember Boa was a queen and a ruler ,Doflamingo probably got certain exemptions because he sold slaves and was trafficking shit for the Celestial Dragons,Jinbei wasnt allowed to have a crew ,Croc wasnt allowed to have his organization hell when they found out they were shocked .Mihawks only association is with Shanks and even then thats because they are friends/rivals he has no pirate ambitions nor goals since he is currently one of the strongest men in the world and holds a spot only second to being pirate king .Blackbeard came to them at a time when they were shocked and recovering from some big ass defeats from the strawhats.They needed that win badly over pirates so they gave him special preference more than likely .Other than that no Shici has a crew because you cant let a pirate and his gang walk around with diplomatic immunity .
Thatās a big āother than thatā since weāre talking about over HALF of them. I donāt recall it ever being stated that they were not allowed to have a crew. Jinbei parted with his crew of his own accord iirc because half went with Arlong and the other half went home to their families. They were shocked that Croc was running some crazy underground bullshit and wrecking Alabasta, not because he had a crew. In fact the only two that weāve not seen any semblance of a crew for are Mihawk who just seems like a loner imo, and Kuma who was a damn robot and didnāt have his own crew because he was secretly part of Dragonās crew.
You forgot about Moriah who had an island sized ship and hundreds of freaks/zombies who served him (willingly or otherwise).
