All of it has been described in multi different ways. Some say his assist is invincible, some say it’s not. Some say he has 800 health, some say he has around 950 health, etc/

Good gravy those normals have huge animations. Awesome taunting/trolling potential but he’d better be able to empty cancel everything.
Anyway, here’s some theoretical strategies I’ve found for evidance gathering without needing to expose Phoenix to random supers.
Classic powerup strategy. Get the opponent in a simple combo that knocks down, and instead of OTGing for more damage, spam evidence gathering as fast as you can. Characters spend a lot of time on the ground in this game, so you should be able to build up evidence fast this way. You could also use a ground hitting assist like Skrull’s flame smash move to keep them down for longer.
2))Off a DHC - Wright as anchor
Have a character throw out a lingering hyper and DHC to Wright, then gather evidence before the animation ends. Something like Trish’s round harvest is ideal, and you could DHC into Maya flailing super to inflict further lockdown/chip damage while you spam evidence gathering. The nice thing about this is that you can potentially power up Wright without needing to expose him to harm first. If you get the wrong evidence, immediately throw it to do a bit of zoning after the hypers have finished.
3)Off assists - Wright on point.
Using a combination of Maya barrier and lockdown assists such as Cold Star, Hidden missiles, Hawkeye’s arrow rain or any fullscreen beam assist, you can pin an opponent down long enough to gather evidence without needing to hit them first. Maya acts as a physical barrier preventing opponents from dashing in on you, restricting them from simply dashing in while your assists force them to jump and block. Pretty much any time your opponent blocks an assist you can fish for evidence and cancel it safely. Throwing out bad evidence can cover the dead spot above Maya. You’ll also want to use Maya to protect your teammate assists to prevent them from getting killed by random projectiles. Teleporters can still be a hassle and that’s why a beam assist like Doom’s would be useful here. Wright can also cancel out of his evidence gathering fast enough to punish most teleporters I’d think. These moves seem faster than Dormammu’s powerups.
Either way you should never just gather evidence raw. Always make sure your opponent is doing something like blocking or getting hit before you go using that move and Wright will be fine. Otherwise it’s just asking for shinkuu hadoukens xfactor shinkuu hadoukens.
I don’t think you can toss a piece of good evidence. It seems like it locks it in.

Nah when Seth was on stream he proved you could throw good evidence.
In investigation mode you can throw away good evidence. I’m not sure why you’d want to, but you can.
because you can get bad evidence and you have to clear your inventory.
