If a guy just completely snaps in harlem, thats still not racist regardless of probability. If a white person in a white neighborhood decided to drive to a predominantly black neghborhood and then say “I’m going to kill the next person who walks through that door” that is racist; but in a situation where the probablity is even it’s not racist.
