Rufus is all about risk/reward for his foolishness. His dive rushdown is only good when you can threaten an EX messiah for a baited throw break. Gief, for example, completely shuts you down. You have to settle for zoning at less than max low HP range, as was quoted earlier.
After playing vs shotos for a while you want to keep them around a cross up/just outside of sweep distance. Further than that and they won’t be scared of you blowing through fireballs with an EX messiah. Don’t ever try to blow through fireballs with tornado vs anyone good. If you can predict a fireball coming you can get a dive in, which is exactly what youa re looking for at that range. You get most of your damage starting from a dive. If you’re slow to react to their jump, crouch MP and walk forward to bait an SRK. Whiffed LP SRKs are oddly safe vs Rufus. Low MK -> EX tornado might be the best option to punish them. Akuma will want to close this gap with his double high kick and Sagat doesn’t care because he can ruin your shit with tiger knees.
Far HK, ultra is good to get Claw after you block his ultra and it’s the only use I know for far RH so far. Whenever I play him if I knock off his claw, I immediately get on top of it and start jumping straight up and down hitting HP to bait him in. Making him approach you on the ground with now horrible pokes will usually end in you stuffing something stupid with an EX messiah. His downward claw jumping move (I don’t know the button) isn’t there so if he forgets you get to air to air HK him and end the round right there.
I have no idea what works vs a turtle dictator.
I’m trying to find the best places for his towards HP. It does indeed hit in front and behind him, so can you ever juggle into ultra? Does any character ever want to cross up Rufus in the corner to try? Is there any reason to do that ever in this game?
I’m calling out anyone trying to play Rufus seriously. Hopefully at least one other person is looking here!
More vs Gief thoughts:
So the way this works is lariat owns you for free. If he’s doing a lariat and you’re in the air, you’re about to get hit. If you’re point blank and he does a lariat and you do anything but EX messiah, you’re getting hit. If he’s whiffing a lariat over you while you’re crouching under it at point blank, if you try to stop him with anything other than a low short, you getting hit. After you get hit by these lariats he gets to cross up splash you for free, which you can also do nothing about. If you dive kick him for any reason and you’re not an unstoppable man beast of timing and execution, he can just start mashing lariat and you’re going to get hit.
All of these lariats you can do nothing about give him meter for free. When he’s on top of you all you can do is wait for an opprotunity to EX messiah the fuck out of there. Taken to extremes when he’s close you need meter to stay alive and he has more than enough to randomly EX SPD and keep you jumping into lariats.
Where are your answers? At full screen (beyond crouch HP range) spam LP snake strike to build meter. At crouch HP range, don’t use crouch HP. Lariat will kill it every time. Unless you time this rather slow move to tag him JUST at the lariat is ending it probably won’t even hit him. Rufus is NOT Dhalsim. While crouch HP is a good tool vs other characters, do not expect it to control anyone. Inside crouch HP range, if he lariats hit his limbs with stand HP. This is your sweet spot. This is the ONLY range where Gief is burdened to commit to something like a punishable green glove or an air to air HK-able jump in. Here you can also somewhat safely poke at him with MK roll, dash back.
In close, constantly watch your meter. If you get under a lariat crouch LK him to push him out. DO NOT waste meter on anything but EX messiah. If he blocks it alternate HK and no follow up. Geif wants to cross you up in the corner, because a SPD with his back to a corner won’t bounce him away. Be wary of your meter and EX snake strike the shit out of him when he tries it. Your ultra is suprisingly not good as a reversal or an anti cross up. Getting SPDed out of your ultra is possible. Be patient and wait to combo it off of the LK, HK chain. Winning is a lot harder when you waste it.
Rufus more polarized than any other character I’ve tried to play. It seems like every match up he has is either 8-2 or 2-8.
the f+fierce can beat a lariat at max distance
btw, does anyone have a video of rufus actually successfully doing a standing fierce to beat the lariat clean? i’m unsure of the range on this and a visual example would more than clarify
It’s pretty easy to do once you try it. I figured it out after playing an asshole Zangief that would sit on a lead by mashing out alternating lariats at full screen. It’s hard to get a crouch fierce in when you don’t know when he’s going to stop, so I just tried every possible poke and stand fierce stood out as the easiet and most natural way to stop him mid lariat.
Forward fierce would be good for no other reason than being able to get some extra meter during the knockdown, so I’ll try at out ASAP.
BONUS! Zangief makes a different noise with the kick lariat. Useful information?

Can you punish near full screen lariats with a jump in? You should be able to tell them apart almost instantly if the dust tells you.

EDIT. I tried the standing fierce against lariat and it worked every time when the distance was 2 character lengths / jump distance for both kick and punch lariats. In close, I kept getting hit clean from start-up to when the second revolution was ending.
Yeah, that is exactly where you want to keep Gief. All of his offensive options are the MOST risky there.
Lariat? Smack it with HP.
Jump at you with MK? End his miserable life with an air to air HK.
Green glove? Block it standing and punish.
Pace around and throw MKs and random pokes? Well then you actually have to be patient and outplay him with a poking ground game
