I don’t see why you wouldn’t be able to. I was able to transfer my stuff from the vanilla 3DS to the XL.

I’m still going to likely pick one up when it drops in NA, I’ve had my original 3DS since launch, I’ve been thinking about upgrading to a XL for a while, I just need to see how good the Xenoblade port is and feel how effective the C-nub they call a stick is in actual use.
