The police aren’t always the most proactive of entities, but it is hard to blame them in a situation like this. Exactly how do you expect them to find and target the people doing this? The assaults are few and far between, and there is very little physical evidence left behind. The only reason you even seen some of this stuff is because people are stupid enough to record it.
