how bout a defensive/punishers category (characters that have moves that can punish whiffs and blocked moves easily, as well as a high priority move that can stuff anything the opponent does, and perhaps also being able to punish assists easily on reaction?): ryu, captain america, hulk, (she-hulk? i haven’t played her much yet), and arguably zero (charged mega buster is underused and underated in terms of defensive/punishing options since it grants a hard knockdown and zero has his own otg), maybe even amaterasu (his hitboxes/hurtboxes are pretty good, and his okami shuffle has full-screen range and has great startup)
I agree with this statement. The only person I’ve seen utilizing Zero’s buster is Marn, who uses it quite well to be honest. I haven’t played Zero a lot but every time I do I try to keep a buster charge going.

I have to agree with this actually. In my opinion Hulk just can’t handle being an anchor. He gets zoned out far too easily, has little to no cross-up potential, and really relies on assists to help him get in.
Sure, he gets a 230% damage increase in X-Factor, but I don’t personally think that’s enough to justify him as an anchor. I think it’s suicide at a certain level of play to be honest.
I think characters like Hulk and Haggar are better suited off activating their XF at level 2. They’re already going to do big damage at lvl 2 XF any ways and get minimal speed increase at level 3. Plus at level 2 XF that means they’ll usually have an assist available to back up their offensive and help close the gap and lock people down or set up unblockables. Burning XF level 3 on characters that have are meant to have assists backing them up is just too much a liability. The only way you’re going to get hit by an XF level 3 Haggar is if you fall asleep.
I want to posit Doom as an anchor. All of his assists are great and useful, he can play keepaway forever and once he finds a way in he can do stupid damage with or without meter. He also plays well without assists. Sure, his movement is wanky, and is benefited by the use of assists, but it’s not like he won’t work without them.
Also, I find Tron to be a great battery. You don’t need to use 4 King Servbots every combo.
Also also, yeah, Hulk is not that great of an anchor. A friend dropped him for precisely that reason. Once he’s out of assists he can’t really get in on you.
Poor Hsien-Ko? the only true “assist tier” character. Capcom, you gotta do something about this. Unless your idea of “balanced character” is “great assist, underwhelming on point.” Can’t speak for the Mayor, though. I don’t play as him.
Would it be reasonable to add an “X-Factor” tier, or would that fall under Anchor?

Yeah, but it builds all the meter you’re going to use. You can use it off of zero bars of meter. If it’s a combo that uses more meter than you gained (like some of Wolverine’s stuff involving his 22 hyper), then I don’t consider it meterless I guess.
