Well, that comes down to Capcom’s take on the matter. In Capcom Fighting Jam, Chun-Li was considered a Third Strike rep simply because they were using that version of her.
It basically went like this:
SF2: Ryu, Guile, Bison, Zangief
Alpha: Rose, Sakura, Guy, Karin
SF3: Alex, Urien, Yun, Chun-Li
Now granted, that’s a game that was made eons ago, but it’s the most comparable example I could think of.
OK. So, I decided to post some character info details that was posted by someone, who’s friend works at Capcom, who is also sick and tired of all the fake leaks that are flowing in the wind as well, from the Marvel vs. Capcom subreddit. Here’s what he had to say. The following details may or may not change during development of MvCI.
-The roster has apparently already been fully selected by this point in time, although it has apparently been worded as “These are the characters they WANT to add”. There is no actual number of characters at this time.
-There are apparently several veterans that are coming back from Marvel vs. Capcom 2. Only two names have really been passed around, namely Thanos (Which isn’t that surprising seeing as the game’s focus is on the infinity Gems) and, surprisingly, Charlie Nash. We assume this is referring to Street Fighter V’s Nash, meaning that Nash may be the Street Fighter V representative for MvC:I.
-All of MvC:I’s playable MegaMan characters are from the MegaMan X series, with X and Zero being regarded as one of the game’s main tag-teams. While we don’t know anymore than that, it’s not hard to assume that Sigma is the third playable MegaMan X character.
-The gameplay style of MvC:I is apparently leading to the possible cutting of several characters from MVC3. No names have been given, but one can assume this is referring to characters like Arthur and Hsien-Ko.
-Monster Hunter is apparently going to be represented in MvC:I in some sort of regard. It’s unknown as to whether or not this is a full-on playable character, a stage, or possibly both.
-There is apparently a slot on the Marvel side that is being competed for by several Spider-Man villains. No names have been given in this regard.
-X-Men apparently aren’t out of the running, but if they’re included, it’s possible that we may only get 1-2 characters from the series.
-Lastly, the model seen belonged to Felicia from the Darkstalkers series. So yeah, apparently Felicia is confirmed for Marvel vs. Capcom Infinite, who didn’t see that coming?
So far, the only thing I can see changing during development is how Monster Hunter will be represented in the game. So, that’s all the details that he had to say about the characters of MvCI, so he’ll post more updates on the roster for the game. You can thank me later for finding this info later

How the hell do you know what is and isn’t a fake leak without any official info? The fact that you’re getting pissy over skepticism and never even placed a source tells me you made this up and no one’s biting. Word of mouth (“I saw a post about a guy who knows a guy at Capcom who just said all this because he got mad about fake leaks” isn’t verification) does not a leak make.
I know the janitor at Capcom USA’s offices and he overheard a conversation about Chun-Li being cut from the game because she’s a boring character in MvC without cheesy infinites so she got replaced with Jack Baker riding a Rathalos.

Has Rogue been relevant as of late? Right now, it seems we’re more likely to see Kitty Pryde since she’s a much more important character now.
