Besides Alex, Twelve and (obviously) Sean, every other characters at least reached the top 4 once at SBO, which is the highest level 3S tournament. Can we stop the tier story now?
I hate the fact that people who never actually play the game keep whining about tiers or balance.
Honestly the only glaring problem I see with Chun is the damage and chip her SAII does. She can build meter quickly and hit confirm really easily so there should be no reason why it does as much damage as it does. She is the best but only marginally, SAII just puts her over the edge. Otherwise I don’t feel she is really all that bad. Yun is annoying like some kind of dive kicking fly but he only becomes scary with GJ. Ken is really vicious IMHO because he does not need a lot to be really damaging. He has a solid ground and air-to-air game, easy hit confirms and great high low mix-up. It’s no wonder so many players use him.
Really though I don’t pay too much attention to balance in this game. This is such a great “feel” game and things like good reads and solid parries can really make or break your performance. I love that conventional tactics are quickly dismissed and it forces the player to really know their character and play them to the best of their ability. It’s not difficult to be creative in this game. Anyone who plays 3S a large amount will eventually become aware of balance issues, but ask any real hardcore 3S player and they really don’t give a shit when they have valid justification of why they play the character they play and in the end it means a lot more then a balanced roster.
Her Chipping is not the problem. The chip her SA2 does is slightly above average compared to Ken’s SA3 or Dudley’s SA3. She’s not the best character to chip someone to death. That honor would easily go to Akuma, Ibuki, and possibly Oro (though I’ve rarely seen Oro’s chip with the ful 3P SA2, but they can do it if they want to). What makes Chun so good is the damage on SA2 (which you pointed out) and how amazingly good her normals are. Her b.HP is broken, if you jump in, she does b.HP and you parry, she still recovers in time to tech a throw and they can delay doing the b.HP to the point where if you parry you cannot hit her with a good meatie for massive damage.
You’re options against Chun are: Walk in and try to make a read/parry. Jump in and parry throw, or use a good jump in (like Dudley’s jHK) that beats her AA’s. Thank god she has a bad wakeup game. If she could do something retarded like Super Cancel EX Spinning Bird into SA2 she would be absolute god tier and pretty much unbeatable.
